Both chambers of Congress adjourned for the President's Day Holiday this week and are expected to return to Capitol Hill on Monday, February 25th. Meanwhile, Alan Simpson and Erskine Bowles, former co-chairs of the National Commission on Fiscal Responsibility and Reform, released a new proposal that would avert the looming sequester and trim .4 trillion from the deficit. In addition, two Members of Congress re-introduced a critical bill that would extend the solvency of the Social Security Trust Fund without cutting benefits. .The proposal to switch to the chained CPI has come up numerous times during past budget negotiations over lifting the federal debt limit. Most recently the proposal appeared last December in a 2016 House bill that would reform Social Security, and in an alternate fiscal year 2017 budget proposed by the Republican Study Committee. The proposal remains a key provision of debt reduction plans, because so many federal benefit programs and the tax code are adjusted using the CPI. The CPI-U has recently been proposed to index Medicaid payments in the Senate health bill. Economists have estimated that adopting the chained CPI would cut Social Security by 0 billion over ten years. .The cost of additional coverage varies significantly. There are pros and cons that need to be weighed for the type of selection you make for your additional coverage. For example, you should ensure that your Part D or Medicare Advantage plan is selected based on the drugs you take, and the doctors and hospitals you actually use. While the cost of this additional coverage varies, the coverage offered may be identical, and that is why we recommend getting help from a SHIP counselor, who can help you find coverage to keep your costs to a minimum. Medigap insurance, for example, costs more for the premium, but you would have minimal out-of-pocket costs. On the other hand, you might pay less for the premium of a Medicare Advantage plan, and perhaps get some additional benefits like vision care, but you would have co-pays or co-insurance for each service. In Central Virginia, for example, a Medigap G policy may be found for about 0 per month, and roughly per month for the drug plan (or even less). .The CMS rule change would also make it more difficult to qualify for nursing home and even home health care coverage after leaving the hospital. To qualify for nursing home coverage, one must spend three days as an inpatient. Outpatient stays do not qualify for Medicare coverage of nursing home stays. Without a qualified hospital inpatient stay, patients may even have trouble finding home health care agencies that would serve them due to Medicare's lower Part B reimbursement rates. .To pay for the boost, advocates propose lifting the payroll taxable maximum so that higher earners pay Social Security taxes on their fair share. In 2017 workers pay Social Security taxes on the first 7,200 in income.
