Employment and average earnings information from the Bureau of Labor Statistics (BLS) indicate that average wages were down about 4.4% in 2020. But BLS wage data can vary from the final wage data that employers report to the Social Security Administration. Adjusting for the difference, the AWI for 2020 may drop only slightly, by roughly 0.65 percentage point. We are closely watching for the new AWI for 2020 from the Social Security Administration, but that final number won't be known until the end of the year. .This week, The Senior Citizens League saw support grow for three key bills that would strengthen and improve the Social Security and Medicare programs if adopted by Congress. .On Thursday, with a vote of 326-96, lawmakers in the House passed legislation that will fund the federal government past December 9th. The short-term continuing resolution (CR) will provide funding at a .07 trillion rate – up slightly from the current rate of .067 trillion – through April 28, 2017. .This week, four new cosponsors signed on to Congressman John Garamendi's (CA-3) bipartisan Consumer Price Index for Elderly Consumers (CPI-E) Act (H.R. 1251), which would base the Social Security cost-of-living adjustment (COLA) on a more fair and adequate inflation index if adopted. The new cosponsors are Congressmen Marc Veasey (TX-33), Gregorio Kilili Camacho Sablan (MP), Vincente Gonzalez (TX-15), and Andre Carson (IN-7). The cosponsor total for H.R. 1251 is now up to forty-three. .While the Commission's plan received the support of a majority of the 18-member commission, the plan was three votes shy of the 14 votes needed to force Congressional action. Nevertheless, both President Obama and Congressional leaders said they would include many of the recommended proposals in their upcoming budgets for fiscal 2012, which are due soon. .The Senior Citizens League agrees with Senator Brown, and we oppose the proposal since it would negatively impact Social Security's finances and the retirement security of future beneficiaries. In the days ahead, Senator Marco Rubio (FL) and Senator Joni Ernst (IA) are expected to introduce the proposal as legislation, and TSCL's legislative team will monitor its movement closely. According to press reports, the new Congressional leadership may push for an immigration plan that grants amnesty to illegal immigrants residing in the U.S., and America's senior citizens are paying close attention. .In a draft of regulations the FDA gave the following example: "if a person decides to produce and sell raw vegetable juice for use in juice therapy to promote optimal health, that product is a food subject to the requirements for foods … including the hazard analysis and critical control point system requirements for juices. If the juice therapy is intended for use as part of a disease treatment regimen instead of for general wellness, the vegetable juice would also be subject to regulation as a drug under the act." .TSCL believes that Congress should strengthen Social Security's protections by enacting legislation to prohibit the use of unauthorized earnings from being counted toward eligibility for Social Security benefits, "a change that should be made regardless of the outcome of the Supreme Court decision or whether Congress moves on immigration or Social Security reform," Cates says.
