    MedPAC Delivers Report, Testimony to Congress .On Wednesday, Congressmen Elijah Cummings (MD-7) and Peter Welch (VT) met with President Donald Trump to discuss the state of the prescription drug industry. At the meeting, they requested President Trump's support for TSCL-backed legislation called the Medicare Prescription Drug Price Negotiation Act (H.R. 242, S. 41), which would require the federal government to negotiate lower drug prices on behalf of Medicare Part D beneficiaries. Currently, Medicare is prohibited from doing so despite the fact that other federal health programs are required to. .In a recent high profile Medicare fraud takedown, actor and entrepreneur Roberto F. The Senior Citizens League (TSCL) has concerns about a number of elements outlined in the revised Simpson-Bowles plan – namely the adoption of the "chained" CPI, since seniors are already being short changed by the COLAs they receive. The plan released this week is not likely to be adopted in its entirety, but it will serve as an important comparative tool in the coming weeks as leaders in Washington continue to search for sequester alternatives. The automatic cuts are scheduled to hit on Friday, March 1st, but leaders have said they believe the deadline is flexible and their best chance at redesigning it might come at the end of the month, when the continuing resolution to fund the government expires. Thus the 6 billion cost of the payroll tax provision in the CARES Act appears to be as much as 42% of all anticipated Social Security revenues for 2020. .Immigration reform that provides work authorization, and a pending Social Security Totalization Agreement with Mexico, could mean that a very substantial amount of earnings in the ESF file would be reinstated in the future. Because earnings are used to determine both the number of quarters of coverage worked for insured status, and is used to calculate the initial benefit, this poses a substantial liability to the Social Security Trust Fund worsening its solvency. .As we suspected, Congress has now officially admitted they won't finish their work on time and once again will have to pass what amounts to emergency legislation to keep the government open. Actually, to say it was emergency legislation is probably not accurate because operating this way has become fairly normal now. .Democrats have delayed the start of the program in part because of its cost and an agreement to limit the overall spending in the Biden budget bill to .5 trillion. There is some talk on Capitol Hill of offering seniors limited vouchers to use toward dental benefits before 2028 as a compromise. .Allowing individuals to import prescription drugs from abroad. Many Medicare beneficiaries spend thousands of dollars every month on lifesaving medications under the Part D program. The bipartisan Safe and Affordable Drugs from Canada Act (S. 61) would allow these individuals import their prescription drugs from approved pharmacies in Canada, where medicines are often half the cost.
