Foster testified before our committee that changes included in the health care law will cut funding for hospitals, skilled nursing homes, diagnostic labs and many other services by more than half the levels under prior law. In addition, future Medicare payments will be considerably below the current relative level. These rates would cause a significant number of providers to leave the market. .Lawmakers Advance Short-Term Funding Measure .The Obama administration recently proposed new regulations to deny Medicare to illegal immigrants and remove them from Medicare rolls. The Centers for Medicare and Medicaid Services (CMS) are proposing U.S. citizenship or lawful presence in the United States as a new requirement for getting Medicare. .Obama's new policy for illegal immigrants was recently announced and implemented without Congressional approval. Now questions are growing about the potential for widespread fraud — and with good reason, it seems. Less than two months after the government announced some 800,000 illegal immigrants would qualify for work authorization under the program, immigration policy analysts now say that more than twice that number, nearly 1.8 million, will qualify. The U.S. Department of Homeland Security appears to be accepting a surprisingly wide variety of evidence and supporting documents from applicants, hoping to prove that they qualify to stay in the U.S. and for temporary work authorization. .The foam has been more effective in clearing most of Graves' symptoms and her Medicare Part D plan has paid for most of the cost of the "golden foam" so far. But Graves is keeping use of the medicine to a minimum, not only for health reasons, but because she doesn't want to run through her Part D initial coverage limit and hit the doughnut hole. .If these cuts ever went into effect, it could mean tens of millions of seniors no longer have access to their doctors and essential healthcare services. This is unacceptable. For too long, Congress has failed to seriously tackle the issue of physician payment reform, and instead has kicked the can down the road with short-term fixes that have now created a long-term fiscal nightmare. This has been the absolute wrong approach for American seniors and our federal budget. And that is why I have been working hard to protect seniors' access to their doctors by putting forth a plan to fix this broken system once and for all. .Lawmakers Approve Temporary Spending Bill .Where Can I Get Help With What Medicare Doesn't Cover? .The proposal is not new. Former Federal Reserve Chairman Alan Greenspan supported a similar proposal in the late 1990s. In fact, it's one of a series of technical changes to the CPI recommended by the Boskin Commission in 1996 — which said that the CPI overstates inflation and that the COLA overpays seniors by about 1.1%. The Bureau of Labor Statistics busily instituted a number of those changes from 1995 through 2000 that, by my estimates, have already cut the rate of growth in the CPI and average Social Security benefits, compared to previous CPI measurement methodology by about 5 annually over the past ten years. If Congress were to adopt the chained CPI to calculate COLA starting with the COLA payable in 2012, that would additionally cut the growth in average benefits by about ,429 over the next ten years.
