In February of 2018, Congress took action and included a permanent repeal of the Medicare therapy cap in a two-year budget deal. Because the .5 trillion cost of the bill is not adequately offset, the Medicare program will see billion in cuts in 2018, and other critical programs like Meals on Wheels would see their budgets slashed. A survey conducted by TSCL, a nonpartisan seniors organization, found that 82% opposed the current government policy that allows Social Security to determine entitlement to Social Security benefits based on earnings from jobs worked without legal authorization. .Since passage of Medicare in 1965 all seniors received the same benefits for the same standard premium. But in 2003, Congress took the unprecedented step of passing legislation that required "upper-income" seniors to pay increased premiums for Medicare Part B. Forcing these seniors to pay more for the same Medicare benefits is known as the "means test."
