Federal officials don't know for sure if it's a temporary fluke due to prolonged recessionary effects, or part of a long-term trend. .Social Security was never designed to be the sole source of retirement income. It replaces around 40 percent of the average earnings of its beneficiaries. Pensions and savings form the two other major streams of retirement income, but people who retire with all three sources of retirement income are rare. Many seniors are struggling with their vastly diminished retirement accounts following the stock market crash. Additionally, the inventory of unsold houses has now reached record highs and the forecasts for retirees who need to get their cash out of real estate are gloomy indeed. .The President's order halts the collection of payroll taxes from Sept. 1 through the end of the year. But over the past five years, COLAs have been at record lows, averaging only 1.4% after averaging about 4% per year since COLAs became automatic in 1975. .Five Bills Gain Support .Fraud is so prevalent that prevention is only part of the solution. One in 20 seniors in the U.S. is a target of fraud schemes. Yet, the National Adult Protective Services Association has found that only one in 44 seniors report that they are victims of a fraud scheme, suggesting seniors lack information on how to file a complaint. .If adopted, H.R. 1553 would base annual Social Security cost-of-living adjustments (COLAs) on the Consumer Price Index for Elderly Consumers (CPI-E). ."Many of the most-expensive medications are the biologic treatments that we often see advertised on television," Mulcahy said.
