    Finally, four new cosponsors signed on to the Standardizing Electronic Prior Authorization for Safe Prescribing Act (H.R. 4841), bringing the total up to eighteen cosponsors. The new cosponsors are: Representative Pete Sessions (TX-32), Representative Walter Jones (NC-3), Representative Doris Matsui (CA-6), and Representative Kyrsten Sinema (AZ-9). If adopted, H.R. 4841 would allow for and standardize electronic prior authorization for Medicare Part D beneficiaries. .The legislative proposal also does not specify whether the locality pay adjustment would be applied in addition to the COLA or used instead of a COLA. If the intention is to add a second adjustment in addition to the COLA my guess is that many retirees would welcome the additional boost. Should the proposal be intended to replace the COLA that brings a higher level of uncertainty to the annual adjustments than we already experience. For people who live in areas where private sector pay is on an even level with federal pay or lower, those retirees may wind up with little or no locality pay adjustment, perhaps over the course of many years. .Nearly 1.5 million teachers and other public servants see their earned Social Security benefits reduced by as much as 40 percent due to the Windfall Elimination Provision.     As we have previously written, there is a bill that has passed out of the Senate Finance Committee called the Grassley-Wyden bill but Senator McConnell also refuses to bring that bill to the floor for consideration. This could result because of Senate rules about how many votes it takes to pass legislation. .In a draft of regulations the FDA gave the following example: "if a person decides to produce and sell raw vegetable juice for use in juice therapy to promote optimal health, that product is a food subject to the requirements for foods … including the hazard analysis and critical control point system requirements for juices. If the juice therapy is intended for use as part of a disease treatment regimen instead of for general wellness, the vegetable juice would also be subject to regulation as a drug under the act." .To counter concerns over the cost of "fixing" the Notch and the financial solvency of the Social Security Trust Fund, TSCL backs an alternative "capped-cost" solution. "The Notch Fairness Act" would provide Notch Babies born from 1917 through 1926, or their survivors who receive benefits based on their accounts, a choice of either improved monthly benefits, or a lump-sum of ,000 payable over a four-year period.
