    Spending Bill Dominates "Lame Duck" Session .(Washington, DC) – Medicare doesn't have the authority to negotiate drug prices, leaving millions of older Americans at risk of price gouging for their prescription drugs, according to a new comparison of drug plans by The Senior Citizens League (TSCL). "Because Medicare isn't negotiating on our behalf, there's no consistency in drug pricing among drug plans," states TSCL's Medicare policy analyst, Mary Johnson, who performed the comparisons using the Medicare website's Drug Plan Finder. Costs vary enormously between plans. "The disparity in pricing for the same drug can be in the hundreds of dollars," says Johnson. .A study on the buying power of Social Security benefits by Johnson has found that Medicare Part B premiums are the single fastest growing cost that retirees have, increasing 195 percent since 2000. Most retirees also have premiums for a Medicare supplement (Medigap) and Part D drug plan, or a Medicare Advantage health plan with drug coverage. Medigap premiums have increased 158 percent since 2000, and out-of-pocket spending on prescription drugs increased 188 percent. … Continued

"The consumer price index (CPI) that the government uses to determine the annual COLA is simply not doing the job of protecting the buying power of older and disabled Americans," says Mary Johnson, TSCL's Social Security policy analyst. .Having a plan that covers Part D deductible generally is the better choice if you must take a lot of monthly prescriptions or if you have high drug costs. If you only require a few prescriptions or low cost generics, you might find that by going ahead and paying the deductible you recover that cost in much lower premiums. The only way to tell is by using Medicare's Drug Plan Finder to compare plan costs based on the prescriptions you take. .Finally, six new cosponsors signed on to the Social Security Fairness Act (S. 896 and H.R. 1795) this week, bringing the total up to ten in the Senate and eighty-three in the House. The cosponsors are: Sen. Brian Schatz (HI), and Reps. Adam Kinzinger (IL-16), John Duncan, Jr. (TN-2), Raul Ruiz (CA-36), Bill Foster (IL-11), and Randy Neugebauer (TX-19). If signed into law, the bill would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two provisions that unfairly reduce the earned Social Security benefits of millions of state and local government employees each year. .Second, four new cosponsors – Senator Richard Blumenthal (CT), Senator Roy Blunt (MO), Representative Bill Posey (FL-8), and Representative Maxine Waters (CA-43) – signed on to the CHANGE Act (S. 2387, H.R. 4957), bringing the total up to ten in the Senate and twenty-four in the House. If adopted, the CHANGE Act would promote early identification of Alzheimer's disease, improve support for family caregivers, and provide continuous care for those battling many forms of dementia. .This is a new issue that has popped up on our radar and TSCL will be studying it in greater depth as we learn what might be done to insure lower prices and greater security for the prescription drugs that are so important for so many of us, especially the nations senior citizen population. .There is no simple, direct mechanism for regulators or legislators to control pricing. Our laws, in fact, favor business: Medicare is not allowed to engage in price negotiations for medicines covered by its Part D drug plan. The Food and Drug Administration, which will have to approve the manufacturer's vaccine for use as "safe and effective," is not allowed to consider proposed cost. The panels that recommend approval of new drugs generally have no idea how they will be priced. .Elder abuse affects an estimated 14.1 percent of all non-institutionalized older adults each year, and for every case reported, another twenty-three cases go unnoticed. It is a serious and ongoing problem that Congress must tackle as soon as possible in order to ensure the retirement security of seniors.
