Affordable Care Act – Monitor the continued implementation of the law as it affects older Americans. .An Alzheimer's diagnosis is life-changing not only for those with the disease, but for their friends, family and loved ones. For caregivers, looking after a parent or spouse with Alzheimer's impacts the entire family, as advanced stages of the disease requires round-the-clock attention. Thanks to the work of groups like the Alzheimer's Association, individuals impacted by Alzheimer's can get the help they need, from advice on caregiving to support groups, navigating the healthcare system and learning about new clinical trials. In September, I participated in an event hosted by the Alzheimer's Association's Greater Illinois Chapter to discuss the rising number of Americans affected by the disease, the escalating costs associated with treating patients, and the important strides clinical research is making today that give us all reason for optimism. These open dialogue and brainstorming sessions are a critical step in the fight against Alzheimer's. .The next twelve months is one of the most critical periods for the nation's seniors and disabled who receive Social Security and Medicare. The failure of a special Joint Committee of Congress known as the "super committee," means automatic budget cuts totaling billions of dollars that are scheduled to kick in by 2013 unless Congress enacts different plans. Although Social Security and Medicaid appear to have escaped the knife for now, billions in Medicare spending would be cut from payments to hospitals and other providers. .That is why TSCL is fighting so hard for legislation to reduce drug prices and for increased COLAs that reflect the true cost of living for our nation's seniors. .Lawmakers Adjourn for Holiday Recess .Should Social Security benefits be adjusted annually using a locality – based payment rate? Some of you, particularly those of you who are retired federal employees know far more about locality - based pay adjustments than I do. I hope you folks can set us straight on a new legislative proposal that would use locality- based pay adjustment rates to adjust Social Security benefits. My quest­ion to you — is this a good idea? Why or why not? .It's no longer a matter of 'if' Congress will cut Social Security and Medicare, but "when" most policy observers now believe. Much will depend on Congressional budget negotiations in coming weeks as lawmakers address the extent to which borrowing can continue for payment of Social Security and Medicare benefits. .In addition, if any efforts to transition to private accounts based Social Security succeed TSCL fears that, among other things, a new Notch could be created in the transition. Also, TSCL members generally believe that such approaches could further drain the Social Security Trust Fund. Finally, it is thought that a private accounts venture would be at least partially financed by cutting the benefits of current or soon-to-be retirees. Because TSCL believes that Social Security was developed and implemented to be a safety net, insurance and pension system, it strongly opposes changes to the current system which entail private accounts. .During the Great Recession and immediately afterwards, mature workers got a raw deal; it's time for Congress to give them a Better Deal.
