Legislative Update Week Ending July 7 2017
Bottom line: Everyone in 2017 is expected to pay more for their Medicare Part B premiums. Any increase in benefits due to the COLA will be completely eaten up by the expected increase in Medicare Part B premiums. Nevertheless, for the majority of beneficiaries, the rising Part B premiums, at least, will not reduce benefits — but hold harmless protection only applies to Part B premiums. Any increase in the premiums of Medigap supplements, Part D, or Medicare Advantage plans would reduce one's Social Security income. In November, beneficiaries will be receiving notification through the mail of what they will pay for Medicare Part B in 2017. .TSCL has been successful in gaining co-sponsors for legislation to address Notch reform. The Notch Fairness Act, introduced in House and Senate by Representative Mike McIntyre (NC-17) and Senator David Vitter (LA) would provide Notch Babies born 1917 through 1926 their choice of ,000 paid in four annual installments, or an improved monthly benefit. As of June 30, seventeen Members of Congress had signed on as co-sponsors. In addition, The Senior Citizens League saw four key bills gain support in the House and Senate. .Under current law, the Medicare program excludes coverage of most routine and emergency dental care, leaving around 70 percent of seniors without comprehensive dental insurance coverage. Will you support the Medicare Dental Benefit Act (S. 22) to ensure that seniors have access to essential health care? .By Representative Tim Walberg (MI-7) .Tests are underway in up to 26 states to move as many as 3 million "dual eligibles" — people who receive both Medicare and Medicaid — into managed-care health plans. .A major reason that the COLA is so low is the consumer price index that the government uses to calculate the increase. Under current law, the COLA is tied to the increase in the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). That index surveys the spending patterns of younger working adults and does not include the market basket of goods and services that is more typical of people age 62 and over. The CPI-W gives greater weight to goods and services that younger workers spend more on, like gasoline prices and electronics, which have dramatically dropped in price over the past two years. It gives less weight to housing and medical expenses even though those two categories have experienced bigger price jumps over the past two years, and are the two biggest spending categories for older consumers. .So far, many accomplishments have made the first session of the 113th Congress a memorable one for TSCL.
