Pay Freeze For Health Care Providers Proposed
Medicare is structured to pay more to providers based on how sick people are — not on making them well. Yet about one-half of all adults have at least one chronic condition, which is not only the most costly type of health problem to treat over time, but also the most preventable. .The Senior Citizens League's members nation-wide agree that the elimination of the medical expense deduction would be a significant loss for those living on fixed incomes. I encourage lawmakers to keep this critical tax deduction in place and to take a stand for older and disabled Americans as tax reform discussions continue in the days and weeks ahead. .Both the SSA and AARP say that "fixing" the Notch would be a costly mistake that would drain dollars from the Social Security Trust Fund reserve. In 1992 one popular piece of legislation to provide improved monthly benefits was estimated to cost 0 billion. To counter these concerns, alternative "capped-cost" legislation has been introduced. "The Notch Fairness Act of 2001" would provide those born from 1917 through 1926 their choice of either improved monthly benefits, or a Lump-Sum of ,000 payable over a four-year period. However, the percentage of earnings subject to the payroll tax has decreased over time, since earnings by the wealthiest have grown faster than earnings by the rest of the population. Increasing the "taxable maximum" to cover a larger portion of income could responsibly cover the cost of the Notch Fairness Act. The hold harmless provision in the Social Security Act (§1839[f]) is an important protection that ensures an individual's net Social Security benefit will not decrease from one year to the next because of an increase in the Part B premium. .This week, lawmakers on the House Budget Committee approved a fiscal 2017 budget resolution after weeks of negotiations, and The Senior Citizens League's (TSCL's) Board of Trustees met with several Members of Congress on Capitol Hill to discuss critical Social Security issues. .TSCL recently delivered letters to every Member of Congress asking for their vote in favor of legislation. For instance, progress that has been made to close the prescription drug "doughnut hole" would be reversed, and the Hospital Insurance Trust Fund that finances Medicare Part A would lose an important stream of funding that the law created.
