By the time the Inspector General has performed its audit reports and given CMS its recommendations, CMS has limited, if any, time to collect before the statute of limitation expires. The OIG recommends that CMS should pursue legislation to extend the statute of limitations so that the recovery period exceeds the reopening period for Medicare payments. In addition, the OIG recommends that CMS develop a system to verify that the amount reported collected has actually been collected. TSCL heartily supports these commonsense recommendations. With Congress debating a major Medicare overhaul that would make seniors pay a higher portion of Medicare costs in the future, Congress should move quickly to close the statute of limitation loophole that's costing us millions in lost recoveries. .On Tuesday, Senators on the influential Finance Committee held a hearing titled "Examining the Proposed Medicare Part B Drug Demonstration." Dr. Patrick Conway testified before the full committee on the status of the controversial demonstration program, which was proposed by CMS earlier this year and has not yet been implemented. The program will test new payment strategies for hospitals and physicians who administer prescription drugs to Medicare beneficiaries receiving outpatient care. It is a new attempt by the Obama Administration to move away from a medical system that rewards volume of care and towards one that values high-quality care. .As a country, we also need to encourage generations of all ages to be informed about their options for retirement saving and to take personal responsibility for their own financial planning, including understanding the extent of their senior benefits such as Medicare or Social Security or taking advantage of the fact that many employers will match what American workers choose to contribute to their retirement, which means twice the savings. Currently, for many Americans, their personal savings fall well short of what they will need to continue to fund their standards of living after retiring from the workforce full-time – and I worry that each generation is saving less. If financial planning feels overwhelming, there are many existing resources you can access to help ensure you are effectively utilizing your options. The Department of Labor has created a guide called the Top 10 Ways to Prepare for Retirement to help with practical tips for building retirement savings. USA.gov provides an outline of your options for saving as well as a list of questions to ask yourself to ensure you're planning sufficiently for your future. You can also use a retirement calculator to find out the best age to claim your Social Security benefits. If you are experiencing a problem with your pension, profit sharing, or retirement savings plans, USA.gov points to the Pension Rights Center as a potential source of free legal assistance or advice. Knowledge is power, and it's important that Americans of all ages are informed of their options so that they can plan appropriately for their futures. … Continued

Starting in 2019, new supplemental benefits must be medically appropriate and recommended by a licensed provider as part of a care plan, and not offered simply to induce enrollment. Examples of the new supplemental benefits include adult day care services, in-home support services, home and bathroom safety devices, transportation, and home-based palliative care. David Loebsack (IA-2) – signed on to the Preventing and Reducing Improper Medicare and Medicaid Expenditures (PRIME) Act (H.R. 2305). The total is now up to sixty-two. If signed into law, the PRIME Act would take a number of steps to comprehensively prevent fraud, waste, and abuse within the two programs – a problem that TSCL believes must be addressed in order to ensure that scarce program dollars are being spent properly.
