Social Security policy analyst and Advisor editor Mary Johnson finds the average monthly rate of increase for the past 12 months. This rate of inflation is added to the current month, and each subsequent month through to September, in order to project inflation in those months. The SSA's COLA formula takes the third quarter data (July/August/September) and finds the average for the quarter. That is then compared that with the third quarter average from one year ago, and the percentage of difference is determined. That percentage of difference is the amount that the COLA would increase. .In 2017, the COLA was almost zero again, just 0.3%. The Medicare Part B premium rose to 4 for people not protected by hold harmless. Again the Part B premium of Barbara and the majority of Social Security recipients was adjusted. Barbara's monthly Medicare premium was adjusted to 8, taking every penny of her tiny COLA boost. .According to Bloomberg News, "Budget officials analyzed prices of 176 popular brand name drugs and found the price for a 30-day supply of medication was 8 on average through Medicaid and 3 through Medicare Part D, which pays for prescription drugs in retail pharmacies. The government also paid twice as much on the same drugs through Medicare versus the Veterans Affairs program." .If they are not included, we will continue to fight for them next year and each year until we are successful. .Again, according to Bloomberg News, "Manufacturers have to offer Medicaid plans their lowest possible price under federal regulations in order to participate in other federal drug programs, which is likely why the Medicaid prices are so low." .Why does decision making have to be so hard? How much time is the right amount to spend on thinking things over? Can you even name anyone who never made a bad decision? We can't either. .These higher Medicare Part B premiums in turn contributed to flat growth in Social Security benefits in subsequent years — even when a 2 percent COLA became payable two years later in 201The Medicare Part B premium took the entire 2 percent COLA for about half of all beneficiaries according to a survey by The Senior Citizens League. .The campaign consisted of collecting and organizing TSCL-supporter signatures by each Congressional district.
