Since 2010, however, the hold harmless provision has been triggered on a nationwide basis an unprecedented four times. This occurred when inflation was so low that the COLA was zero in 2010, 2011 and 2016 and just 0.3 percent in 2017. .It remains unclear, however, how broadly the order will be implemented — the executive order does not specify what drugs it covers. Instead, the order directs the Food and Drug Administration to decide which medicines will be subject to the new requirements.     Last week Rep. Tim Walburg (R- Mich.) introduced a bill, H.R.2266, that would amend title II of the Social Security Act to provide for a minimum annual cost-of-living increase for Social Security benefits. .About 30 percent of the "other than legal " immigrants who were living in the U.S., and age 62 in 2000, would be eligible to receive retiree benefits. ."The proposal would apply to both Medicare Part B and Part D drugs, an expansion from an earlier version of the order. Elizabeth H., a retiree living in Colorado told us "I do not have the ,000 I was told that I needed to get my teeth fixed. They need to either be pulled and a bridge put in, or root canaled. Being on a limited income, I do not see getting any of this done, and so it affects my health negatively. Without dental care, I'm not as healthy as I could be." .It is anticipated that one of the orders will be to shift drug and medical production to this country by suddenly cutting off federal agencies from those offshore supply chains. .In the months ahead, TSCL's legislative team will closely monitor proposals that would impact older Americans, and we will continue to advocate for legislation that would strengthen and modernize the Social Security and Medicare programs responsibly, without enacting harsh benefit cuts. .If signed into law, the Social Security Fairness Act would repeal the windfall elimination provision (WEP) and the government pension offset (GPO), which have long prevented certain civil servants from receiving the full Social Security benefits they have earned. TSCL believes these two provisions should be repealed, and we were pleased to see support grow for the Social Security Fairness Act this week. .That represents a huge liability to the Social Security Trust Fund, should there be an amnesty. Every year the SSA processes millions of W2s. When a name or SSN on a W2 doesn't match the SSA's records, the wage report goes into an "Earnings Suspense File" (ESF) until the discrepancy can be reconciled. The ESF file today contains more than 312.7 million wage items representing 5 trillion in wages. Wages are what the Social Security Administration uses to determine entitlement to Social Security, rather than the amount of taxes paid. Immigration reform advocates say that although payroll taxes are withheld from the checks of illegal workers, they have little chance of collecting benefits. .In January, one-third of all Medicare beneficiaries will see a Part B premium increase of 22 percent – the highest increase in 27 years.
