"To the contrary, COLAs already grow too slowly to provide the protection to Social Security benefits they're intended to," he points out. .A new Medicare cost-saving rule that was launched late in 2020 will cut payments to hospitals for some surgical procedures and could potentially raise costs for Medicare recipients. According to an article by Susan Jaffe, of Kaiser Health News, the Centers for Medicare and Medicaid Services (CMS) has for years classified 1,740 surgeries and other services as "so risky" for older adults that Medicare would pay for them only when people were admitted to the hospital as inpatients. But under the new rule, CMS is beginning to phase out that requirement. By the end of 2023, these "inpatient only services" which includes complicated procedures such as heart and brain operations, is scheduled to be gone. .This week, The Senior Citizens League announced its support for the Social Security Administration Fairness Act (S. 3147, H.R. 6251), which was recently introduced by Senator Bernie Sanders (VT) and Representative John Larson (CT-1) with the support of six Senate cosponsors and twenty House cosponsors. .But a study of typical senior costs conducted by TSCL indicates that COLAs aren't doing a very good job of keeping up with rising prices now, primarily because the CPI isn't fully reflecting the portion of income that seniors must spend on rapidly rising healthcare costs. The study found that the Social Security benefits have lost 32 percent of their purchasing power since 2000. .As with the start of any new Congress, TSCL is encouraging Senators and Representatives to reintroduce and co-sponsor key legislation for seniors, like the Consumer Price Index for Elderly Consumers Act, the Notch Fairness Act, the No Social Security for Illegal Immigrants Act, and the Social Security Fairness Act. In addition, with comprehensive Social Security and Medicare reform on the minds of many deficit hawks, TSCL is working diligently to prevent harmful cuts for beneficiaries. .The Social Security Expansion Act (S. 731), introduced by Senator Bernie Sanders (VT). Like the 2100 Act, this bill would adopt the CPI-E and create a new minimum benefit to keep retirees out of poverty. It would also provide the average beneficiary with a per month benefit increase – an amount that TSCL believes is fair and necessary. In last month's issue of TSCL's Advisor, Sen. Sanders wrote: "Poll after poll has shown the American public supports expanding Social Security. Its time Congress listens to the American people … not the Wall Street millionaires who want to cut it." .He predicted that lawmakers will pass a six-month "doc fix" later this month in order to buy more time for the offset discussions. If Congress takes that route, the temporary pay patch would expire at the end of September – the same time that funding for the Children's Health Insurance Program (CHIP) will run out. Rep.
