    Part B premiums are only part of what Medicare recipients pay. People also have premiums for a Medigap supplement and Part D plan, or a Medicare Advantage plan and those premiums are rising as well. Hold harmless protection does not apply to premium increases in these private plans, and any increase would leave retirees .Set up a healthcare worksheet with your basic expenses. That can include Medicare premiums for Part B (deducted from your Social Security), Medicare supplement premiums and Part D premiums OR Medicare Advantage premiums. You also need to include deductibles, out-of-pocket co-pays or co-insurance. In addition, include the costs for premiums or out-of-pocket costs for services that Medicare does not cover, including dental, vision and audio. Include the cost of glasses and hearing aids and batteries if you use them. .Debt among older Americans is rising and affecting a growing number of retirees. According to a report in The Hill newspaper, "House Democratic leaders are intent on including a measure that would allow the secretary of Health and Human Services to negotiate lower prices for prescription drugs, sources say." .Here's how the coverage gap works. Once individuals and their Medicare Part D plans spend the initial coverage amount (,310 in 2016) on covered prescription drugs in a calendar year, beneficiaries hit the doughnut hole. Once in the doughnut hole, coinsurance on covered drugs is not only higher, one must also pay a substantial amount out-of-pocket to reach the limit for catastrophic coverage. For brand-name drugs in the coverage gap, individuals are responsible for 45% of the cost, and for generic drugs, they're responsible for 58%. Once out-of-pocket costs for those in the doughnut hole total ,850, catastrophic drug coverage takes effect, and Part D plans pay 95% of prescription drug costs until the calendar year ends. .With a majority of seniors today depending on Social Security for at least half of their income over a 20 to 30 years retirement, TSCL opposes proposals that would cut the benefits of current retirees and those nearing retirement. We are continuing to monitor this proposal and waiting to see what legislation may develop. While TSCL believes that changes are needed to ensure that Social Security continues pay scheduled benefits, changes must be kept as small as possible, and phased in over as long a period as possible to allow for future retirees to learn about and adjust their plans. .Two years ago, President Obama bypassed Congress to halt the deportations of almost 5 million unauthorized immigrants.
