    In addition, U.S. Customs may be trying to clamp down on prescription drugs being shipped to American consumers from Canadian pharmacies. Although "reimportation" of prescription drugs from abroad continues to be illegal, Customs and Food and Drug Administration (FDA) officials have only intermittently seized shipments of Canadian drugs in the past. Canadian mail order pharmacies and drug-buying programs run by senior advocates reported earlier this year that the number of seizures has more than quadrupled recently. .An abrupt jump in inflation in February and March of this year wiped out a short-lived improvement in the buying power of Social Security benefits in 2020, according to TSCL's latest study on rising senior costs. The study, which compares the growth in the Social Security cost of living adjustments (COLA)s with increases in the costs of goods and services typically used by retirees, found that, while consumer prices flatlined in 2020 through January 2021, costs are now sharply increasing. .As a result of the agreement, Senator Charles Schumer (D-N.Y.) switches places with Senator Mitch McConnell (R- Ky.).     But this doesn't necessarily mean that the rising Part B premium would reduce an individual's net Social Security benefits next year. Due to a special provision of law known as the Social Security "hold harmless" provision, the Medicare Part B premium is adjusted to prevent an overall reduction in Social Security benefits from December of the previous year. The provision only applies to about 70% of all Medicare beneficiaries, however, and does not protect people whose overall income is so low that their Medicare Part B premium is paid by state Medicaid programs, and individuals with incomes above ,000 or married couples with incomes above 5,000. .Medicare first began offering beneficiaries the chance to enroll in private Medicare HMOs' in the mid 1980's. That program was absorbed and expanded under the 1997 Balanced Budget Act, creating Medicare+Choice. To cut federal spending on Medicare, the Balanced Budget Act set payments to the private plans at 5% below the fee-for-service rates of traditional Medicare. But by 1999, Medicare+Choice plans were not renewing their contracts with Medicare and there was a widespread exodus, leaving more than 2 million seniors scrambling to find other coverage. .The FTC Advisory Group would bring together relevant government agencies, consumer advocates, and industry representatives to collect and develop model educational materials for retailers, financial institutions, and wire transfer companies to use in preventing scams on seniors. While proponents say the changes were necessary to "close filing loopholes," TSCL feels the cuts included people who are too close to retirement. Worse, these changes were struck in a secret, closed-door "must pass" debt deal with no public debate. .We have been reporting recently that unless Congress passes new legislation soon there will be significant cuts in Medicare payments to health care providers, such as doctors and hospitals. If that happens it is quite possible those patients covered by Medicare would likely face negative consequences with regard to their health care. .Congress recognized that benefits would be lower under the new benefit formula provided by the 1977 law changes, but they sought to address the problem of abrupt benefit cuts for those nearing retirement (3). Congress provided a "transitional benefit formula" to phase in the changes for those who would become eligible for Social Security within the first five years of the changeoverЧthose born from 1917 through 192This group of retirees had their benefit calculated two waysЧunder the new benefit formula and under the transitional benefit formula and they received the higher of the two benefits. According to a comprehensive economic analysis by noted economist John Haldi, Ph.D., the transitional benefit formula, however, had significant flaws and in almost every case failed to provide any benefit protection (4).
