About 30 percent of retirees say that premiums and out-of-pocket spending consumed one-third to one-half of their Social Security benefits. Rather than calling insurance agencies for quotes, first visit the website of your state insurance commission and look for a publication listing all the state-approved Medigap insurers and Medigap plans (A through N) sold in your state. The information includes the insurer's company name, phone number and website address, and more crucially, the current premiums for the plans (A through N). Since all insurers are required to cover the same benefits under specific plans (A through N) then all you need to do is select the plan covering the benefits you are interested in (such as Plan F), then find a good insurer with the lowest premium for the plan you are shopping for. But depending on the state where you live, the unemployment benefit amount might be reduced by receipt of a pension or other retirement income like Social Security. ."TSCL's concern is not over taxes collected under valid Social Security numbers," Cates says. "Our concern is over the use of earnings under invalid or fraudulent Social Security numbers to determine benefits," he explains. Earnings reported under invalid numbers most often occur when noncitizens work without legal authorization. But due to a loophole in current law, Social Security uses all earnings to determine benefits, even those from jobs worked under invalid and fraudulent Social Security numbers. Social Security thus pays benefits for the rest of the individual's life that may be based at least in part, on work under invalid Social Security numbers. TSCL believes this policy rewards people for document fraud. .When there's a COLA as low as 1.3%, a provision of law known as "hold harmless" ensures that an individual's net Social Security benefit will not decrease from December of one year to January of the next, because of an increase in the Part B premium. That's an important protection, but it doesn't go far enough. .We had no way to tell how much worse these scams were about to become. "People who depend on Social Security need a COLA that more adequately protects the buying power of their benefits," says Hyland. TSCL believes seniors would receive higher and more adequate benefits by using an index that more closely tracks senior spending, like the Consumer Price Index for the Elderly (CPI-E).
