In 2003, the cap was set at ,500 until the cap was once again halted from being implemented that same year. Then earlier this year the cap briefly went into effect again. Congressman Erik Paulsen (MN-3) introduced the Medicare Access to Rehabilitation Services Act of 2017, a bill that would repeal the therapy cap permanently.     House Republicans Revive AHCA .The government would provide a fixed amount of money or "voucher" to purchase private coverage. Currently Medicare pays per procedure. Under this proposal the federal government would provide a fixed amount of money or "voucher," to private health plans to provide coverage. The amount of the voucher would be limited to the growth of the gross domestic product plus one percentage point. However, for the last 40 years national healthcare spending has exceeded the growth of the gross domestic product by more than two percentage points. The non-partisan Congressional Budget Office said that over time the vouchers would become increasingly inadequate to purchase sufficient coverage, or that seniors would face significantly higher premiums. .Recently, three lawmakers – Sen. John Cornyn (TX), Rep. Phil Roe (TN-1), and Rep. Linda Sanchez (CA-38) – introduced the Protecting Seniors' Access to Medicare Act, and it quickly gained the bipartisan support of more than two hundred legislators. Upon introducing the bill, Rep. Sanchez said, "When it comes down to questions of how to cut costs, we think it's better left to the Members of Congress who have constituents that we're answerable to." … Continued

If signed into law, the bill would reform the Social Security program in three ways: it would adjust the benefit formula, resulting in more generous monthly benefits; it would adopt the Consumer Price Index for Elderly Consumers (CPI-E), resulting in more accurate cost-of-living adjustments (COLAs), and it would lift the cap on income subject to the payroll tax. The bill would extend the solvency of the Social Security Trust Fund responsibly, without cutting benefits for seniors. .During last fall's debt limit deal, Members of Congress passed legislation containing un-debated, secret provisions that made two major changes to Social Security benefit claiming strategies. The changes cut the expected retirement income of some married couples already at full entitlement age. Single women have it worse in retirement than married couples and men, and are more likely to become impoverished as they age. Most women have lower benefits than men. Women tend to work in lower-paying jobs, get paid less than men, and take time out of the workforce to take care of children and older family members. That can leave zero earnings gaps, or only partial years of earnings for the time out of the work force.
