What would locality pay adjustments mean for your Social Security benefits? It's unclear, and likely difficult to estimate. Studies would have to be performed to compare locality - based pay adjustments to what future annual COLAs might be. Locality pay adjustments would be higher in areas where private sector pay scales are higher than those of federal workers, and lower in areas where pay scales are lower. The percentage of the annual locality pay increase would vary depending on where you live. The Centers for Medicare and Medicaid Services (CMS) has estimated that it improperly paid .1 billion to Medicare Advantage plans in 2013 alone. Yet the plans are rarely forced to repay the money they have overcharged, or face closer government scrutiny after the audits, according to the Government Accountability Office (GAO). The GAO report said that CMS has failed to target health plans with "known improper payment risk", allowing the worst abusers to avoid scrutiny. .Medicare has recently issued a proposed rule that would require, with some exceptions, patients who stay in the hospital two days or less to be classified as observation patients, and those who stay longer to be admitted as an inpatient. But the rule does not require hospitals to tell patients when they are in observation status or allow them to appeal the decision before they leave. Medicare recommends patients who are in the hospital for "more than a few hours" to learn their status. TSCL believes that the rules unfairly burden Medicare patients and their families, and believes that patients have a right to know their observation status and to be given an opportunity to appeal the determination. Last year, the cost of Eliquis pushed her mom into the Part D doughnut hole where out-of-pocket costs were higher. Rising costs of the drug in 2019 will mean her mom will hit the doughnut hole a month sooner this year. .Increase the retirement age: Raise both the eligibility age both for full benefits, currently at 66 and set to rise to 67 and, for the first time, raise the earliest eligibility age which is currently 62. .We want to emphasize that these are all projections based on the economic situation at the time they were developed. In addition, with comprehensive Medicare and Social Security reform on the minds of many deficit hawks, TSCL is working diligently to prevent harmful cuts that would affect your benefits. .This is certainly the case in Florida's 5th Congressional District, which I represent, where one in every four citizens has received SNAP benefits at some point over the past 12 months, a rate which is nearly twice the national average. It is estimated that only 42 percent of eligible seniors are enrolled in SNAP. SSI and the MSP have similarly low rates among seniors and individuals with disabilities. This is unacceptable.
