    TSCL's annual survey of senior costs indicates that Social Security benefits have lost more than 34% of their buying power since 2000 because the current inflation measure, the Consumer Price Index for Workers (CPI-W) doesn't accurately account for the larger share of income that seniors spend on healthcare. .Reduce the annual cost-of-living adjustment (COLA) that beneficiaries receive once they become eligible for benefits. .Insurers make major changes in their plans every year, like increasing premiums, co-pays, dropping coverage and even closing plans altogether. But according to a survey conducted by TSCL earlier this year, less than 18 percent of respondents said they switched their Part D or Medicare Advantage health plan for 201Medicare's annual Open Enrollment period starts earlier this year -- on October 15th -- and ends December 7th. Medicare beneficiaries should start the process now to find out what their choices are and how much they could save with a new Part D or Medicare Advantage plan. … Continued

    It remains unclear, however, how broadly the order will be implemented — the executive order does not specify what drugs it covers. Instead, the order directs the Food and Drug Administration to decide which medicines will be subject to the new requirements. Certain drugs can also be exempted from the executive order if they are too expensive to make in the U.S. or the U.S. is not already making them. .The Beneficiary Enrollment Notification and Eligibility Simplification (BENES) Act (H.R. 2575) also gained one new cosponsor this week, bringing its total up to seven in the House. If signed into law, the bill from Congressman Raul Ruiz (CA-36) would simplify the Medicare enrollment process and ensure that those nearing eligibility are adequately informed about the program's benefits. Four Key Bills Gain Support in Congress .Finally, the Social Security Fairness Act of 2017 (H.R.1205) gained two new cosponsors in Representative Walter Jones (NC-3) and Representative Tony Cardenas (CA-29), bringing the cosponsor total to 17If signed into law, H.R. 1205 would repeal the Government Pension Offset (GPO) and Windfall Elimination Provision (WEP) – two Social Security provisions that unfairly reduce the earned benefits of millions of teachers, police officers, and other public servants each year. .A recent TSCL poll indicates that retirees are split between housing and healthcare costs as the hardest to cover. Forty percent of respondents said that housing, heat and utilities were hardest. Another 40% said healthcare and medications were hardest. Sixteen percent said nourishing food. Four percent said transportation was their most difficult cost. .The Congressional Budget Office recently estimated in their September budget outlook that Medicare outlays for 2020 would rise about 12 percent — roughly double the rate forecast by the Medicare Trustees in their April 2020 report. This suggests that the Medicare Part B premium increase for 2021 could be about .40 per month higher in 2021, rising from 4.60 to 2.00. But even this estimate does not include the impact of cost shifting due to protecting people with low Social Security benefits from reductions due to the high Medicare Part B increase. .These higher Medicare Part B premiums in turn contributed to flat growth in Social Security benefits in subsequent years — even when a 2 percent COLA became payable two years later in 201The Medicare Part B premium took the entire 2 percent COLA for about half of all beneficiaries according to a survey by The Senior Citizens League. .And then it added this, "In fact, the study found that some patients who see increased drug prices will indiscriminately cut back on all drugs—regardless of how impactful those drugs are on their health. .TSCL feels strongly that the Guaranteed 3 Percent COLA Act would go a long way in ensuring the retirement security seniors have earned and deserve.
