Terry: The anchor effect is the psychological tendency to rely too much on the first piece of information we get in the process of making a decision. For example, when you go to buy a house, the list price becomes the starting point (the "anchor") for negotiations, even if it is a very poor reflection of the home's true value. When you get a solicitation for a charitable donation in the mail, it often lists suggested contributions, starting with the highest figure they hope you will select. That high figure becomes the anchor for your thinking about what to give. .TSCL is particularly concerned about adding significant new long-term permanent costs to Social Security and Medicare by providing temporary work authorization to millions of people who worked illegally prior to gaining authorization. The high degree of uncertainty about the potential future costs was made evident months before Obama ever announced the executive action in November of last year. .Changes in U.S. immigration polices impact the finances of Social Security and Medicare. Policies that expand legal immigration would result in new payroll tax revenues from immigrant workers flowing into Social Security and Medicare, strengthening program finances. On the other hand, policies that provide new work authorization to immigrants who are already working in this country illegally would provide new access to Social Security and Medicare benefits that could be based, at least in part, on earnings worked under invalid or fraudulent Social Security numbers. … Continued
