    Although Congress has often enacted "clean bill" debt limit increases, and may do so again, lawmakers have also paid for increases with other types of changes, including changes to Social Security and Medicare. In a 2015 debt limit deal, Congress ended a benefit claiming option that was one of the few ways married couples could maximize their benefits. The change affected some people who were already 62 and entitled to benefits. It cost those affected, thousands in Social Security income that they were depending on getting. .Most Committee Members seemed to agree with him but as the hearing went on, it became clear just how difficult the task will become under strict time constraints and in a politically-charged environment. Most Members shifted their focus toward reforming the corporate code, since it will likely be more politically feasible. Co-chair Jeb Hensarling (TX) stated, "Fundamental tax reform, even if limited to American businesses, can result in both revenues for economic growth and jobs for the American people." By lowering the corporate tax rate from 35 percent to 25 percent and by eliminating loopholes, Hensarling said that 2.1 million jobs would be created over ten years. .TSCL will continue to monitor the process since it will have an impact on millions of older Americans. When asked, "Which of the following should be the most important priority for Congress in the next few months?" the majority of poll respondents — 34 percent — said that Congress should "Provide a higher and more fair COLA." In October the Social Security Administration announced that inflation is so low there would be no COLA next year. "But Social Security beneficiaries today are struggling to keep up with rising costs, and next year's zero COLA will put them even further behind," says TSCL Chairman, Ed Cates. .Some want legislation to correct inequities for those born from 1917 through 1921, while others believe Notch reform must include the years through 192It is important to remember that hundreds of our elected officials agree that there is a Notch, and that Notch Victims deserve justice. One member of The Senior Citizens League – William P. from California – recently contacted us to share his concerns about the elimination of the medical expense deduction. William is home-bound due to several medical conditions, and he relies on home health aides to provide him with lifesaving care on a daily basis. At the age of 61, William is not yet eligible for Medicare and he expects the out-of-pocket cost of his care to total ,000 by the end of this year.
