Social Security Medicare Questions January 2013
Recent proposals would provide "block grants" or cap federal funding for Medicaid and give states additional flexibility over how they run their programs. Under the budget plan passed by the House of Representatives, beginning in 2013, the state grants would increase annually at the rate of overall inflation, but that rate, as seniors are all too aware, is far below that of inflation for healthcare costs. Analysts say that, as a result, states that cannot keep up with the program costs, are likely to scale back coverage. TSCL believes that Congress should consider better options to ensure that the seniors who are dependent on long-term care services will be able to continue to rely on those services. .TSCL is very supportive of the PRIME Act, since we believe that the failure to manage fraud results in higher taxes for all and higher premiums for Medicare beneficiaries. In addition, at a time when many deficit hawks are considering cuts to programs like Medicare and Medicaid, we believe it is critically important to ensure that scarce program dollars are being spent properly. The Grassley-Wyden bill is co-sponsored by Senate Finance Committee Chairman Chuck Grassley (R-IA) and the top Democrat on the Finance Committee, Ron Wyden (D-OR). .Finally, one new cosponsor – Rep. Marcy Kaptur (OH-9) – signed on to the Social Security Fairness Act (H.R. 1795) this week, bringing the total up to one hundred and fourteen. If signed into law, the bill would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two federal provisions that unfairly reduce the earned Social Security benefits of millions of state and local government employees each year. … Continued

Recent Congressional scrutiny on drug pricing may be spurring some drug plans to drop prices on certain drugs. A new drug plan pricing program offered by Cigna, for example, lowers the cost of insulin. In 2018, the lowest cost Part D plan charged an copay for a 100/ML of Lantus Solostar. In 2019, the lowest cost plan in my area charges copays as low as .00 - .00 for Lantus Solostar in the Cigna-HealthSpring Rx Secure — Extra Part D plan. The highest cost plan, which does not cover Lantus, charges the full price, 3.18 per 100/ML.
