  • Legislative Update For Week Ending November 8 2013

The absence of a Social Security cost-of living adjustment (COLA), or even an extremely low one, triggers a provision of law that, while a valuable protection of Social Security benefits, has led to several steep increases in the Medicare Part B premium over the past decade. The deep recession caused by the COVID-19 coronavirus and shortages have caused consumer prices to plunge, then rise like a roller coaster in 2020. If consumer prices remain low through September 2020, it is likely there will be an extremely low annual Social Security COLA for 2021, and this provision of law will be triggered to some extent again.[1] .However, taking this action would cause at least two difficulties for the President. Signing legislation to reduce Medicare spending on the drugs would generate official budget savings that Congress could have applied to other health-care legislation -- bills to expand insurance coverage or reduce other drug spending, for example. There's a heated debate over the extent to which illegal immigrant workers obtain Social Security or Supplemental Security Income (SSI) benefits. Recently the Social Security Office of Inspector General reported that improper Social Security Disability (SSDI) payments (due to errors, fraud and abuse) totaled .5 billion in fiscal year 2009 while improper SSI payments totaled billion. But just how much of that money is going to illegal immigrants seems to be anybody's guess. ., Editor .Recently the House Budget Committee and the House Energy and Commerce Committee both held hearings on the controversial Independent Payment Advisory Board (IPAB). The IPAB was created under the healthcare reform law to slow rising Medicare costs. If costs grow too fast, the IPAB would recommend cuts that would go into effect unless Congress comes up with the same amount of savings. Both Committees heard testimony from Health and Human Services (HHS) Secretary Kathleen Sebelius, among many others. .Mary: What is the "anchor effect" and could you give an example? .We are still learning how vaccines will affect the spread of COVID-1After you've been fully vaccinated against COVID-19, you should keep taking precautions in public places like wearing a mask, staying 6 feet apart from others, and avoiding crowds and poorly ventilated spaces until we know more. .What you can do.
