Before individuals can enroll in Medicare Advantage or Part D plans, they must be enrolled in Medicare Part B and have a Medicare number. "To prevent ineligible people from receiving benefits, the responsibility lies with the 'gatekeeper' and that's the federal government," says TSCL's Executive Director, Shannon Benton. "The Social Security Administration and Medicare need to do more to prevent illegal immigrants from getting Medicare numbers to begin with," Benton says.   The America's Health Insurance Plans (AHIP) trade group commission released a report claiming that insurance premiums would increase by 1.9 to 2.3 percent by 201The report asserts that the new fee will be passed on to consumers. Citing the annual fee on insurers mandate under the Affordable Care Act, an AHIP spokesperson predicted the increase in costs would act "just like any other sales tax." The White House disputed the claim, saying that the report was "fundamentally flawed" and ignored provisions of the law that would decrease costs. .Much of the debate over federal deficit reduction plans has been focused on overhauling Medicare and making changes to Social Security. But a major funding change is also under consideration for Medicaid, the federal and state program that covers medical care for lower-income individuals including seniors who also receive Medicare. As federal and state governments struggle to address Medicaid funding shortfalls, TSCL is concerned that Notch Babies, and the families who provide care for them, would be among those who would be hit the hardest by funding cuts. .In addition, two new cosponsors – Reps. Alan Grayson (FL-9) and Lee Terry (NE-2) – signed on to the Social Security Fairness Act (H.R. 1795). The cosponsor total is now up to one hundred and thirty-three. If signed into law, the Social Security Fairness Act would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two federal provisions that unfairly reduce the earned Social Security benefits of millions of teachers, fire fighters, peace officers, and other state or local government employees each year. … Continued
