    Spending Deal Reached by Congress .Some Members of Congress are calling for Congress to strike a deficit reduction deal of their own. Although gridlock may occur and would hardly be surprising, TSCL remains adamantly opposed to a key proposal that would change the cost-of-living adjustment (COLA) calculation. The proposal, which would affect not only future retirees but ALL retirees, would switch to a more slowly-growing consumer price index known as the "chained" CPI to calculate the annual COLA. This proposal that would reduce the lifetime Social Security income of seniors by potentially tens of thousands of dollars is one of the few areas of agreement between both Democrat and Republican negotiators. I am committed to doing all that can be done to ensure a strong and healthy Medicare program for America's seniors. .In addition, the Social Security 2100 Act would improve the program's solvency by applying the payroll tax to income over 0,000 and by gradually increasing the payroll tax rate from 6.2 percent to 7.4 percent – an extra fifty cents per week for the average worker. According to TSCL's new report since 2000, the SSA has received, on average, 8.8 million suspicious wage reports annually. Cumulative wages in the ESF since 1980 now total more than .2 trillion, unadjusted for inflation. Wages are of importance because Social Security benefits are based on an individual's earnings record, not the taxes paid in. .The plan contained a list of 50 military treatment facilities that would see changes in some way over the next several years in the services they offer. Of those, 37 would stop seeing military family members and retirees altogether.
