This could be paid for by lifting the Social Security taxable maximum so that high-income earners making more than 8,500 pay their fair share of taxes. This not only is fair, but would ensure more adequate benefits for all retirees. .Indeed, the Social Security Administration does not "promise" a specific amount of benefits, but they do not promise to replace a specific percentage of pre-retirement earnings either. Both benefit amounts and "replacement rates" can change at any time if Congress and the Social Security Administration deem it necessary. Prior to the 1977 changes, the replacement rate was not a stable percentage. For people who retired under the 1972-73 flawed formula (those born 1913 through 1916), replacement rates grew from 39% to a high of 54%. Based on the data through August we estimate that the 2022 COLA will be 6% to 6.1%. The 2010 Medicare Trustee report estimates that Part B premiums at the 35% level would be 9.30 per month in 2012.
