    In the days and weeks ahead, The Senior Citizens League (TSCL) will closely monitor the movement of S. Con. Res. 3 since a repeal of the Affordable Care Act will impact older Americans in several ways. For instance, progress that has been made to close the Medicare Part D prescription drug "doughnut hole" will be reversed, and the Hospital Insurance Trust Fund that finances Medicare Part A will lose a critical stream of funding created by the law. Throughout the 115th Congress, TSCL's legislative team will continue to advocate on Capitol Hill for legislation that would reduce any negative impacts on the Medicare program. .Moreover, U.S. dependence on China for drugs and drug products is growing.     In making the 1977 changes, Congress, wanting to avoid an abrupt change, allowed persons born from 1917 through 1921 to use a special transitional benefit formula or the new 1977 formula, whichever would yield the higher of the two benefits. The transition benefit formula never delivered the promised benefit protection, however, because it did not yield a higher benefit amount. Instead, the new benefit formula most often yielded the higher amount. .More recently they have justified high prices by comparing them with the costs they would prevent. Expensive hepatitis C drugs, they say, avoid the need for a million liver transplant. Last fall, as part of his deficit reduction plan, President Obama recommended charging a 30 percent surcharge on Part B premiums to new beneficiaries who purchase Medigap polices with "near first-dollar" coverage. But do Medigap supplements encourage the over use of services? According to the Kaiser Family Foundation, about 20% of Medicare beneficiaries have a Medigap policy and they paid an average of 8 per month for premiums in 2010 (premiums vary significantly). People purchase the policies specifically to protect against the considerable costs that Medicare does not cover, and to help keep budgets in retirement years more predictable. They have modest incomes, but don't qualify for Medicaid. The cards are going out on a "rolling basis" to different states over the next 9 months (see the chart at the end of this article.) If he can, your husband would not qualify. .According to that study, during a recent five-year period, Medicare spending on hundreds of medicines to treat various neurologic conditions, such as epilepsy and multiple sclerosis, rose 50%, but the number of claims increased only 8%. .Last week, in a last ditch attempt to try and come up with new legislation, Secretary of the Treasury Mnuchin and White House Chief of Staff Meadows met with the leaders of the House and Senate see if they could reach a compromise. They could not. One of the big reasons was the overall cost of the legislation and in the amount of money that would be given to those who are unemployed because of the pandemic. .The situation can be potentially dangerous for Medicare beneficiaries and their families.
