Part B premiums are only part of what Medicare recipients pay. People also have premiums for a Medigap supplement and Part D plan, or a Medicare Advantage plan and those premiums are rising as well. Hold harmless protection does not apply to premium increases in these private plans, and any increase would leave retirees .Now we are looking for viral deliverance when drug development is one of the world's most lucrative businesses, ownership of drug patents is disputed in endless court battles, and monopoly power often lets manufacturers set any price, no matter how extraordinary. A new cancer treatment can cost a half-million dollars, and old staples like insulin have risen manifold in price to thousands of dollars annually. .Last week the Congressional Budget Office (CBO) released a report that revealed Medicare outpatient plans are three times more expensive for the same drugs as those covered by Medicaid. .While very little of the President's budget blueprint for fiscal 2015 will be considered by those in the House and Senate, it does serve as an important benchmark for lawmakers. Members of the House Budget Committee are expected to unveil a proposal of their own in the coming weeks. In a statement made early this week, Speaker John Boehner (OH-8) said that it will "promote opportunity, reform our tax code, and save our critical safety net programs." TSCL will continue to monitor the budget negotiations as they evolve, and we will provide updates here in the Legislative News section of our website. .Some Members of Congress are calling for Congress to strike a deficit reduction deal of their own. Although gridlock may occur and would hardly be surprising, TSCL remains adamantly opposed to a key proposal that would change the cost-of-living adjustment (COLA) calculation. The proposal, which would affect not only future retirees but ALL retirees, would switch to a more slowly-growing consumer price index known as the "chained" CPI to calculate the annual COLA. This proposal that would reduce the lifetime Social Security income of seniors by potentially tens of thousands of dollars is one of the few areas of agreement between both Democrat and Republican negotiators. TSCL also strongly opposes proposals that would increase what seniors have to pay for the Medicare benefits. .At a time when Congress is deeply divided on many issues, we need to find a way to break through the gridlock to pass bipartisan, commonsense measures to support our nation's seniors. In that spirit, I introduced the bipartisan SAFE ID Act to ensure that seniors can retire without fear of having their identity stolen or losing their savings. With nine of the ten top cities for tax-ID fraud located in Florida, many seniors in my home state have fallen prey to identity theft and other forms of fraud. This bipartisan legislation will eliminate one big source of identity theft by allowing a shortened taxpayer identity number to be used in place of a social security number on taxpayer forms like W-2s. .The Congressional Budget Office (CBO) recently issued a cost estimate citing the Joint Committee on Taxation's estimates of the cost for Social Security of about 6 billion in reduced SS revenues between 2020 -2021, increased revenues from repayments of 9 billion between 2022-2023, and about billion in higher outlays which would be due to administrative and debt costs. The CBO assumes that some companies will go out of business and would be unable to repay deferred taxes — about billion in Social Security revenues. The CBO warned that uncertainties its estimate of the CARES Act are high, and that actual outcomes could vary significantly. .The Guaranteed 3% COLA Act — Like the CPI-E Act, this critical bill would base Social Security COLAs on an inflation index for seniors. However, it would also provide much-needed financial relief to older Americans by ensuring that beneficiaries never receive an annual benefit increase that is less than 3%.
