The legislation heads off the cut by temporarily transferring some payroll tax revenues over the next three years, expanding measures to better ensure medical eligibility for benefits, and by preventing improper payments due to fraudulent work. The stronger eligibility and anti-fraud provisions are strongly supported by TSCL, incorporating several recommendations that TSCL presented last fall to the House Ways and Means Subcommittee on Social Security. Congress Averts Government Shutdown .Legislation to allow the importation of less-costly FDA-approved prescription drugs from Canada and other nations is still pending in Congress, and TSCL continues to work for enactment. Seniors like you and your wife who order prescription drugs by mail from Canada faced a particularly tough decision about Medicare Part D. Either you enroll in a Part D plan and quite likely pay more than you do now, or don't enroll and face the risk of paying a steep penalty if you change their mind and sign up after the May 15 deadline. .On Thursday, the Social Security Administration (SSA) announced that beneficiaries will receive a 2.8 percent cost-of-living adjustment (COLA) in 201It will be the largest Social Security COLA since 2012, but around 5 million seniors with the lowest Social Security benefits are expected see no net increase in their monthly checks after Medicare Part B premiums are deducted. Those with benefits of around 5 per month or less are expected to see no net increase. .Each month, due to the Social Security Act Amendments that were signed into law in 1977, more than 3.7 million Notch babies receive Social Security checks that are lower than the benefits they originally anticipated. Last year, Representative Mike McIntyre (NC-7) introduced the Notch. Benefit Bulletin: June 2012 "Tough Choices" — Payroll Tax Cut For Illegals Or Notch Reform? .It sounds as though either your mother, or her acquaintance, received some incorrect information. "The Notch Fairness Act," legislation that would provide Notch Babies born 1917 through 1926 with a settlement of ,000, or a higher monthly benefit, has not yet passed. No doubt that's why the Social Security Administration did not respond to your mother's request. It is correct that widows or widowers receiving benefits on the account of a Notch Baby would be entitled to the ,000, or the higher monthly benefit if the legislation is enacted. .By using reconciliation, it would mean there would have to billions of dollars cut from current spending programs, including Medicare. .The massive effort is needed to change how 59 million people enrolled in Medicare are identified. Historically the red, white, and blue Medicare cards have used the beneficiaries' Social Security number for the Medicare ID number. Unsurprisingly those numbers are a prime target for identity theft and fraud. The new cards come with a unique computer-generated series of 11 letters and numbers. .Research that I've conducted over more than 20 years indicates that retirees would receive a higher COLA in most years using a "seniors" CPI, rather than by using the current method of indexing which is based on the Consumer Price Index for Urban Wage Earners and Clerical Workers (CPI-W). One of the bigger problems with using the CPI-W is the fact that retirees spend their money very differently than younger working adults. Retirees must spend more on healthcare and housing, and less on gasoline and consumer electronics. .In addition to Medicare Part A and B, you will need additional insurance. Medicare alone does not cover everything, and there are considerable out-of-pocket costs that would suck your life savings right out of any nest egg you might have. You will need to decide between a supplemental insurance policy, known as Medigap, and a free-standing prescription drug plan, or to join a Medicare Advantage plan with prescription drug coverage. TSCL strongly recommends that you get free, unbiased counseling, to learn your options and to find the most reasonably-priced coverage for your needs.
