With the disability program going broke next year, it is especially troubling that Social Security is failing to protect precious taxpayer dollars." .Expanded tax credits — Social Security numbers would pave the way for applicants to claim the Earned Income Tax Credit, and Additional Child Tax credit. In a recent Senate hearing, Eileen O'Connor, who ran the Justice Department's Tax Division under George W. Bush, explained that these refundable tax credits, "can create a ‘refund' of an amount you never paid as income taxes. So you can have a liability before the credit of 0, have paid in nothing, and with a refundable earned income tax credit of ,000, get a check from Uncle Sam for 0." She went on to say that immigrants who acquire Social Security numbers would be able to amend three years of previous tax returns to claim the earned income credit. The U.S. Government Accountability Office recently reported that an estimated 24% of all refunds due to the Earned Income Tax Credit are paid improperly. .In what was a major organization-wide effort, the TSCL staff dispersed across House of Representatives offices to hand-deliver the message of our supporters. , Editor .Medicare Reform – Protecting seniors from sudden and harsh changes to the program. .According to an article last week in StatNews, a newsletter that covers health and medical issues, the answer seems to be "whichever one is available to you first." .Covid-19, for which there is neither a sure treatment nor vaccine, has created a perfect storm for fraudsters interested in preying on people who are vulnerable, frightened, and isolated. Their scams employ typical tactics of the defrauder's trade: empty promises of protection against a sometimes-fatal disease. .This legislation would require the Federal Trade Commission to update its website to include a searchable database of scams targeting seniors. It would have to work with media outlets and law enforcement to distribute the information. The FTC also would be required to send Congress a report with policy recommendations to prevent scams targeting older individuals, especially during national emergencies. .Spousal and survivor strategies also are important. One example is file-and-suspend, which allows a spouse to claim a spousal benefit while the individual defers claiming. Another is "claim now, claim more later," where the high earner in a married couple claims a spousal benefit based on the lower earning spouse's record, while delaying his or her own retired worker benefit. The idea is to generate higher benefits both for the individual as well as higher survivor benefits for widows. .The "defined benefit" pension plan has become rare, only available to about 16 percent of private sector workers, according to the Bureau of Labor Statistics. Most companies have transitioned from traditional pension plans that offer a fixed benefit to 401(k) plans, that are invested in the stock and bond markets, and vary on the amount of income that can be expected, depending on investment performance and the economy. .Though these scam attempts can be daunting, we can defeat them with vigilance, education, accountability and protection. And the burden is not just on our seniors – it's on each of us to stand together as a community against these attacks. .The Senior Citizens League supports bipartisan legislation that would require Medicare to negotiate lower prices for Medicare Part D, would allow safe importation of prescription drugs from Canada and other countries where the same drugs are often sold for much less, and would ban "pay for delay" deals between drug manufacturers that keep cheaper generics off the market.
