Recognizing that Congress created the Notch by reducing Social Security benefits in the past, and that baby-boomers nearing retirement would provide continuing pressure to reduce benefits in the near future, TSCL's primary mission is to protect "earned" Social Security and Medicare benefits. .Some lawmakers are advocating for paid leave legislation that would require new parents to trade their future Social Security retirement benefits for twelve weeks of parental leave. This would undermine the mission of the Social Security program, increase its insolvency, and permanently cut the retirement benefits of those who take paid leave. In that spirit, I introduced the bipartisan SAFE ID Act to ensure that seniors can retire without fear of having their identity stolen or losing their savings. With nine of the ten top cities for tax-ID fraud located in Florida, many seniors in my home state have fallen prey to identity theft and other forms of fraud. In this environment it becomes tricky when reporting about issues that affect you and other TSCL supporters because the issues are so often intertwined with politics. .However, there is news of importance to seniors that hasn't gotten nearly as much attention. .Low-income seniors and disabled adults who qualify for benefits under both Medicare and Medicaid frequently have multiple chronic health problems, and more than half have cognitive or mental impairments. More than half of dual eligibles also have annual incomes of less than ,000, and are more likely to receive nursing .If Congress does not pass the new legislation, there will be a 2% cut starting April 1 and then a 4% cut in Medicare funding amounting to billion in early 202The cuts would be in place for each of the next five years. .The TSCL survey found that, to improve Medicare's finances, seniors strongly support ramping up anti-fraud efforts, and better integration of care to reduce duplications of tests, services, and expensive imaging.
