    Despite our nation's recent partisan political divisions, two surveys by The Senior Citizens League (TSCL) found high levels of consensus on five proposals that would strengthen Social Security and Medicare funding and benefits. The proposals would decrease Medicare out - of - pocket costs on prescription drugs for beneficiaries and provide modestly higher, and more adequate, Social Security benefits. "There are more areas of agreement from retirees of different political persuasions than many might believe," says Mary Johnson, a Social Security and Medicare policy analyst for The Senior Citizens League. .While hold harmless provides valuable protection from reductions in benefits due to rising Part B costs, low inflation and high Medicare costs restrict the growth of net Social Security benefits. This occurs when Part B increases take the entire COLA. This leaves less Social Security income to cover all other rising costs such as out-of-pocket medical expenses, food and housing, requiring people to spend more of their retirement savings or to go into debt. .This week, five new cosponsors signed on to the Social Security Fairness Act (H.R. 1795), bringing the total up to one hundred and twenty-eight. The new cosponsors are Reps. Brian Higgins (NY-26), Greg Walden (OR-2), Andre Carson (IN-7), John Barrow (GA-12), and Sean Patrick Maloney (NY-18). If signed into law, H.R. 1795 would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two federal provisions that unfairly reduce the earned Social Security benefits of millions of teachers, fire fighters, peace officers, and other state or local government employees each year. … Continued

Trustees Release Annual Social Security and Medicare Reports .Last year the House of Representatives passed major legislation to lower drug prices that included giving the Secretary of Health and Human Services (HHS) the authority to negotiate for lower drug prices with drug companies. .The Congressional Budget Office recently estimated in their September budget outlook that Medicare outlays for 2020 would rise about 12 percent — roughly double the rate forecast by the Medicare Trustees in their April 2020 report. This suggests that the Medicare Part B premium increase for 2021 could be about .40 per month higher in 2021, rising from 4.60 to 2.00. But even this estimate does not include the impact of cost shifting due to protecting people with low Social Security benefits from reductions due to the high Medicare Part B increase. .TSCL believes that the combined effect of COLA cuts and higher Medicare costs would leave the majority seniors far less able to afford necessities in coming years. Today the average monthly Social Security benefit is just ,150 before deductions for Medicare premiums. The average family income of married couples 65 and over including Social Security is just ,718. .The order would broaden existing federal requirements for government agencies to prioritize buying supplies for medicines deemed "essential" from U.S. manufacturers, rather than companies in China or elsewhere around the world. .To the contrary, the majority of you who have taken our Senior Cost Survey in June and July — 56% — think we need to invest more in Medicare so that we can respond rapidly and more effectively to the next health crisis. COVID-19 affects us all, and is expected to continue to be a threat for months to come. TSCL believes that investing more in Medicare now pays off in protecting the health, and future, of all its beneficiaries. .Fourth, one new cosponsor – Representative Raul Ruiz (CA-36) – signed on to Medicare Prescription Drug Price Negotiation Act (H.R. 242), bringing the total up to forty-four. This bill, if adopted, would require the Centers for Medicare and Medicaid Services (CMS) to negotiate lower prescription drug prices on behalf of Medicare Part D beneficiaries. Under current law, CMS is prohibited from doing so. .For more than three decades the government has quietly made numerous changes to how the cost of living is defined and measured — asserting that the changes make the CPI more accurate.
