  • House Lawmakers Want Fast Action Social Security Medicare Overhauls

    Each year, due to a faulty formula that's used to determine Medicare's reimbursement rates, doctors are threatened with sizable pay cuts. This year, if Congress fails to act, doctors will face a 25 percent cut. Lawmakers consistently override scheduled pay cuts with temporary "fixes," but many doctors have grown tired of the ritual and have stopped treating Medicare patients. The estimated cost of repealing the formula has recently dropped dramatically, and many are hoping to replace it in the coming months. Doing so would provide much-needed stability for Medicare beneficiaries. .What do you think? Take TSCL's 2014 Senior Survey. .(Washington, DC) – Medicare doesn't have the authority to negotiate drug prices, leaving millions of older Americans at risk of price gouging for their prescription drugs, according to a new comparison of drug plans by The Senior Citizens League (TSCL). "Because Medicare isn't negotiating on our behalf, there's no consistency in drug pricing among drug plans," states TSCL's Medicare policy analyst, Mary Johnson, who performed the comparisons using the Medicare website's Drug Plan Finder. TSCL is advocating for legislation that would provide a more fair and adequate COLA, by tying the annual adjustment to the Consumer Price Index for the Elderly (CPI- E). Projections show that by using the CPI-E, Social Security benefits would be about 9 percent higher over 25 years. An average benefit of ,300 in 2017 would be about 2 per month more at the end of the 2year period using the CPI-E. .TSCL enthusiastically supports H.R. 1030, H.R. 3118, and H.R. 1795, and we were pleased to see support grow for them this week. .In an interview this week, Rep. Charles Boustany (LA-3), who sits on the House Ways and Means Committee, revealed that the negotiators have hit a road block. They are struggling to come up with an offset for the bill, which could cost as much as 3.2 billion. Rep. Boustany said, "We're running out of time. We may end up with another one-year patch before it's all over. But, you know, we'll keep working, see if we can get to something." TSCL sincerely hopes that those on the three committees will successfully merge their bills to create a permanent, sustainable path forward. We will keep a close eye on the evolving negotiations in the coming weeks, and we will continue to urge lawmakers to repeal and replace the SGR. .Budgeting for changes in health as we age is a challenge. The Notch Fairness Act bills (H.R. 155) and (S.90) were introduced by Representative Mike McIntrye (NC-7) and Senator David Vitter (LA). They were among the first bills to be re-introduced in the new session. The bills would provide Notch Babies born from 1917 through 1926, or spouses who receive benefits on their account, a choice of ,000 payable in four annual installments or, an improved monthly benefit. .The orders were issued on a Friday which left little time for analysts to review them and comment prior to the weekend. However, since then we have learned new information, we want to share with you. .This week, the Social Security Administration implemented an online security policy that unexpectedly locked many beneficiaries out of their online accounts. In addition, lawmakers in Congress continued their seven-week summer recess. ."We believe this unannounced policy of increased enforcement is irresponsible," said Representative Gil Gutknecht (MN) in a letter to the FDA and Customs. Gutknecht also said that the seizures violate the will of Congress, which has for three years denied FDA funding for the purpose of preventing reimportation of prescription drugs for personal use. .The pending cuts are due to a rule, the PAYGO Act, which was passed in 2010 and which corrects for additions to the federal deficit by automatically cutting funding from certain departments and programs.
