    This is precisely what happened to Notch Babies. In 1977, Congress did not have the same benefit of computer software that so quickly does the projections and estimates that we have today. But even if Congress had developed examples illustrating benefit differentials among different categories of receipients "they would not have shown as great differentials as actually developed," said a paper written by James W. Kelly and Joseph R. Humphreys, that appeared in the 1994 report of The Social Security Notch Commission. Some reductions of 10% to 14% would have been anticipated at the time, but because inflation grew much more quickly than estimated, and wages grew much more slowly, benefits were reduced 13% — 30% for Notch Babies under actual conditions. .The Board of Trustees for Social Security and Medicare recently released a bombshell of a report that shows this essential health safety net is coming apart at the seams. The report estimates the Medicare trust fund will run dry in 2024, five years earlier than last year's estimate, and went on to explain, "The fund is not adequately financed over the next ten years." The reason for the cost spikes may be tough for many beneficiaries to figure out, according to the survey. Sky-high drug prices are commonly associated with brand and newer specialty drugs, but cost spikes are now affecting generics as well. .The Social Security Administration recently announced that the annual cost-of-living adjustment (COLA) will raise benefits by 2.8% for 201The average retirement benefit of ,400 will increase by .20 per month, to ,439.20. The Medicare Part B premium increase for 2019 will be 5.50 per month — just .50 per month more than the 4 in 201The COLA, the highest in 7 years, and a low Medicare Part B premium increase, should mean most retirees can finally expect a modest boost in net Social Security benefits.
