    This week, The Senior Citizens League was pleased to see support grow for two key bills that would improve the Social Security and Medicare programs if adopted. .Despite tightening the law, Congress did not fix a policy loophole that would be inadvertently triggered with the passage of comprehensive immigration reform legislation. When determining entitlement for insured status (10 years), and in calculating the initial retirement benefit amount, the Social Security Administration uses all reported earnings from covered employment in the United States, even if the earnings were from illegal or "unauthorized" work. .Second, one new cosponsor – Representative Bradley Byrne (AL-1) – signed on to the bipartisan Social Security Fairness Act (H.R. 1205), bringing the total up to 195 cosponsors. If adopted, this critical bill would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two provisions that unfairly reduce the Social Security benefits of millions of teachers, police officers, and other state and local government employees each year. If passed, it will provide a Settlement payment of ,000 to each living Notch Victim or their beneficiary spouse. .Senate Committees Question OMB Nominee .While hold harmless provides valuable protection from reductions in benefits due to rising Part B costs, low inflation and high Medicare costs restrict the growth of net Social Security benefits. This occurs when Part B increases take the entire COLA. This leaves less Social Security income to cover all other rising costs such as out-of-pocket medical expenses, food and housing, requiring people to spend more of their retirement savings or to go into debt. .On Wednesday, the budget conference that was created in last month's deal to raise the debt ceiling and re-open the government met publicly for the first time. Each of the twenty-nine members – including seven House members and all twenty-two members of the Senate Budget Committee – made opening statements to establish their positions. As expected, many of the conferees seemed split along party lines on Wednesday, but each of them stressed a strong desire to reach an agreement. .Too many doctors are prescribing large quantities of narcotics and addictive drugs that may be finding their way onto the streets, or putting patients at risk of addiction. The doctors, in turn, are accepting kickbacks and other "incentives" while billing Medicare for the cost. The following are just three of the examples from a new report from the Department of Health and Human Services Office of Inspector General: .The situation is affecting lower-income seniors with modest resources because states require single seniors to exhaust nearly all of their assets, including their home equity, to qualify for Medicaid. Meyer reports that "Federal Medicaid rules allow states to exempt the home from consideration of financial eligiblilty if the family is making a good faith effort to sell, but not all states do." Depending on where they live, seniors may not qualify for Medicaid if they can't sell their home. .This is not the end of the story, however. More legislation will be needed to stop additional Medicare payment cuts that are scheduled in 2022. ."Official" Poverty Measure Undercounts The Number Of Older Americans Living In Poverty .The Senior Citizens League is pleased that lawmakers successfully advanced legislation that will result in lower out-of-pocket costs at pharmacies, but we believe Congress can and must do more to reduce prescription drug prices. In the months ahead, we will continue to advocate for comprehensive legislation like the Improving Access to Affordable Prescription Drug Prices Act (S. 771, H.R. 1776), which would lead to significantly lower costs for seniors if adopted.
