TSCL's surveys have helped burst the all too common perception that Social Security benefit cuts are inevitable in order to achieve program solvency. TSCL surveys indicate that there is little support among older adults for proposals that would cut Social Security or Medicare benefits, or to replace these programs with private versions. TSCL will fight attempts to cut benefits, and that includes cutting COLAs reducing Social Security benefits or increasing Medicare costs. .With the Senate being so sharply divided, achieving that result is very questionable. .The Senior Citizens League (TSCL) will be monitoring CR discussions in the Senate in the coming hours and days, and we will post updates on Facebook and Twitter. In addition, we will continue to monitor ongoing budget discussions since they are expected to include plans to repeal the Affordable Care Act. As was noted in a recent legislation update, repealing the law would impact the Medicare program in several ways. For instance, progress that has been made to close the prescription drug "doughnut hole" would be reversed, and the Hospital Insurance Trust Fund that finances Medicare Part A would lose an important stream of funding that the law created. The United States instead has let business calculations drive drug price tags, forcing us to accept and absorb ever higher costs. That feels particularly galling for treatments and vaccines against COVID-19, whose development and production is being subsidized and incentivized with billions in federal investment. .Advancing age puts many retirees at risk of oral health problems. A common cause of cavities is dry mouth, a side effect of more than 500 medications. Periodontal disease is widespread, even though it can be prevented with regular visits to the dentist and cleanings. Last Friday, MedPAC released its most recent report to Congress, and on Wednesday, Mike Miller – MedPAC's Executive Director – testified before the House Ways and Means Subcommittee on Health. At the hearing, he focused on the report's key recommendations, which include maintaining bonus payments for primary care physicians who treat Medicare patients, and increasing financial assistance for low-income beneficiaries. .To counter concerns over the cost of "fixing" the Notch and the financial solvency of the Social Security Trust Fund, TSCL backs an alternative "capped-cost" solution. "The Notch Fairness Act" would provide Notch Babies born from 1917 through 1926, or their survivors who receive benefits based on their accounts, a choice of either improved monthly benefits, or a lump-sum of ,000 payable over a four-year period. Recent surveys of TSCL members show more than 75% favor the lump-sum legislation. .The Congressional Budget Office (CBO) and the Joint Committee on Taxation have boosted previous estimates and now say that switching to the chained consumer price index (C-CPI) will cut Social Security and other federal retirement benefits by 8 billion and increase taxes by 2 billion over the next 10 years. The loss to beneficiaries would compound over time and grows deeper each year as illustrated in the following chart. However, we also know that the big drug companies are spending millions of dollars lobbying heavily against legislation in Congress that would lower drug prices. Meanwhile, the same voters are watching in disgust as lawmakers make surprise Social Security cuts, and battle down to the last minute over the question of whether to repay revenues borrowed from the Social Security and Medicare Trust Funds. .We will be watching all of the candidates closely as we approach the November elections. Seniors are not being over-paid by Social Security and are not under-paying for Medicare.
