The witnesses at this hearing defended a number of payment provisions that may expire if Congress doesn't act soon, including add-on payments for mental health and ambulance services, and hold harmless payments for rural hospitals. When looked at separately the costs of these provisions seem minor, but if each of them were to expire at the end of this year, the federal government would save billion. The potential savings attracted most at the hearing, but Ranking Member Pete Stark (CA) reminded the Subcommittee that many of the provisions "ensure critical access to needy Medicare beneficiaries." .Instead they learned they received observation care, which is considered an outpatient service, and is billed under Medicare Part B. With that designation, patients can have higher out-of-pocket costs even though they may have the very same health problems as people admitted as inpatients. .This week, TSCL announced its support for the Savings on Medical Expenses for Seniors Act of 2014 (H.R. 4104), which was introduced by Rep. Gloria Negrete McLeod (CA-35) on February 27th. The bill, if signed into law, would make permanent the 7.5 percent threshold for the medical expense tax deduction for those sixty-five and older. The threshold is currently scheduled to increase to 10 percent of adjusted gross income in 2017, which would mean that fewer seniors would qualify for much-needed relief. .A 2.5% COLA would boost an average monthly benefit of about ,500 by an additional ,000 over the next ten years through 2030. An emergency 2.5% COLA would boost a monthly ,500 benefit by an extra .50 (0 per year) in 2021, but it would grow to an extra .30 per month by the end of ten years. Another way to think about this, if retirees do not receive a 2.5% COLA, that would be like loosing ,000 in Social Security income over the next ten years. .My sister lives alone at age 7She has no children.
