    On Thursday, lawmakers in the House began considering legislation (H.R. 1190) to repeal the IPAB, the unelected 15-member board that was created by the Affordable Care Act (ACA) to manage Medicare's growth. The House Ways and Means Committee advanced the bill with a vote of 31-8 two weeks ago, and earlier this week it was approved by the House Rules Committee. .To qualify for Medicare coverage, beneficiaries must be an inpatient for at least 3 days in a row, not counting the day of discharge. What you can do: If admitted to a hospital, it's highly important that you, or your designated caregiver, find out immediately whether you are being admitted to the hospital as an inpatient or an outpatient. Even if you are admitted as an inpatient, the hospital can sometimes switch you to observation (and outpatient) status, but the hospital is required to notify you while you are still a patient. Yet the two recently - enacted changes went into effect almost immediately after passage. The WEP affects those public servants who have earned pensions from their state or local government, but have also paid into Social Security through previous employment. Their earned Social Security benefits are often unfairly reduced by one-half or more. .Sixty – seven percent of seniors participating in the survey said they already spend up to one-third of their Social Security benefits on Medicare costs. Another 21 percent said they spent up to one-half. "Because healthcare costs are rising more rapidly than Social Security benefits, spending on Medicare takes an increasing share of senior income as seniors age," says Cates. .Social Security policy analyst and Advisor editor Mary Johnson finds the average monthly rate of increase for the past 12 months. This rate of inflation is added to the current month, and each subsequent month through to September, in order to project inflation in those months.
