Since the IPAB currently has no appointed members and it has not yet been triggered to begin making recommendations to Congress, the Congressional Budget Office (CBO) estimated that its repeal will have no budgetary impact over the next six years. However, it could increase spending by around .1 billion between 2022 and 2025 since it may be triggered during that timeframe. .This failure of the COLA to keep up with rising Medicare Part B premiums and other retiree costs is creating a dilemma that is growing in magnitude, not only for older Americans, but also for the nation's safety net programs like Medicaid. A majority of Social Security recipients depend on their benefits for more than half of their income, and almost half of all retirees have only limited or no retirement savings at all. The lack of adequate growth in benefits over the past eight years is pushing modest income seniors into poverty, forcing even those who started out as middle-income retiree households to rely on Medicaid for help paying Medicare costs, rental subsidies, fuel assistance, food pantries and senior meals programs. .TSCL supports both prescription drug bills introduced by Senators Franken and Sanders earlier this year, and we will continue to advocate for them tirelessly in the coming months. In addition, four key bills gained new cosponsors in the House and Senate. .The Board of Trustees for Social Security and Medicare recently released a bombshell of a report that shows this essential health safety net is coming apart at the seams. The report estimates the Medicare trust fund will run dry in 2024, five years earlier than last year's estimate, and went on to explain, "The fund is not adequately financed over the next ten years." In an alternate estimate also released, the Centers for Medicare and Medicaid Services' Chief Actuary Rick Foster painted an even more dire picture, reporting that Medicare's unfunded obligations could be significantly higher, and long-term costs could dramatically increase from the numbers provided in the Board of Trustee's report. .Finally, two new cosponsors – Senator John Hoeven (ND) and Senator Angus King (ME) – signed on to the Concentrating on High-Value Alzheimer's Needs to Get to an End (CHANGE) Act (S. 2387). The cosponsor total is now up to twelve. If adopted, the bill would direct the Centers for Medicare and Medicaid Services (CMS) to create programs that would promote early identification, improve support for family caregivers, and provide continuous care for those battling many forms of dementia.
