    Medicare first began offering beneficiaries the chance to enroll in private Medicare HMOs' in the mid 1980's. That program was absorbed and expanded under the 1997 Balanced Budget Act, creating Medicare+Choice. To cut federal spending on Medicare, the Balanced Budget Act set payments to the private plans at 5% below the fee-for-service rates of traditional Medicare. But by 1999, Medicare+Choice plans were not renewing their contracts with Medicare and there was a widespread exodus, leaving more than 2 million seniors scrambling to find other coverage. ."For the third year in a row, millions of older Americans will once again see no increase in their net operating Social Security payments, particularly if Medicare Part B premiums remain 4 per month in 2018, as currently forecast by the Medicare Trustees," says TSCL's Social Security and Medicare Policy Analyst, Mary Johnson. The transitional formula was flawed however, and failed to provide the promised protection. .As far as Medicare goes, the Part B funds will last for 30 years but the Part A funds, which pays inpatient hospital costs, will become insolvent in only 6 years. Both of those projections assume that nothing will be done before then to fix the programs, and TSCL has been working to get Congress to come up with a plan to stop those cuts from taking place. .On Tuesday, with a vote of 31-8, the House Ways and Means Committee voted to advance the Protecting Seniors' Access to Medicare Act (H.R. 1190) – a bill that TSCL supports enthusiastically. H.R. 1190, if signed into law, would repeal the controversial Medicare cost-cutting board that was created by the ACA back in 2010. .As our nation goes through the process of getting vaccinated for COVID-19 and getting our lives back on track, TSCL is working on a number of long-term issues that await Congressional attention.
