    President Gives First State of the Union .Republicans and Democrats across the ideological spectrum agree that the payment system must be repealed and that the rate of growth in health care spending in the United States is unsustainable. But, even with strong bipartisan support, political hurdles still remain. I believe we must set aside politics and work together to enact a fiscally responsible and permanent solution to solve this problem. Under current law, if an illegal immigrant eventually gets a work-authorized Social Security number through "guest worker" immigration legislation, or work covered under the Totalization Agreement, that worker could then eventually apply for Social Security benefits once eligibility requirements are met. Regardless of citizenship status, once an immigrant has a "work-authorized" Social Security number, that person may claim credit for all earnings, even those earned while working illegally. .However, the ACA, also known as "Obamacare", already requires health insurers to cover pre-existing conditions. We are not sure why The President said what he did, except that his administration is in court trying to have the ACA declared unconstitutional, and maybe he anticipates a need for his order. .When hold harmless is triggered program-wide as in 2016, however, there is no specific provision of law with which to finance the unpaid portion of Medicare Part B premium increases for the roughly 43 million who are protected by the provision. In the past, Congress has chosen to allow this cost burden to shift to the 30 percent of beneficiaries who are not held harmless. Because the cost is spread over far fewer people instead of all beneficiaries, they pay a far larger share of the costs, thus the Part B premium spikes. .These bills would enable retired school teachers, university employees and thousands of civil servants to receive all of the Social Security pensions for which they are entitled. A Government Pension Offset (GPO) and Windfall Elimination Provision (WEP) have long limited the full aid that these beneficiaries merit. .COLA Cuts .The good news is that reducing drug costs appears to have bipartisan support. Two critical congressional committees – the Senate Finance Committee and the House Oversight and Reform Committee – have launched investigations into the pricing practices of the pharmaceutical industry. .Not surprisingly, TSCL surveys and email indicated that although Medicare costs continued to grow from 2010 to 2011, many seniors were forced to cut back and forego healthcare services. This undoubtedly was a major reason why government spending on Medicare remained relatively flat. The following table illustrates responses to a question from the TSCL 2011 Healthcare Cost Survey conducted in October 2011: .Prevent a 50 percent Medicare premium hike from taking effect. According to the Medicare Trustees, an estimated 15 million Medicare beneficiaries will be hit with Part B premium hikes of 50 percent next year, along with increases in deductibles. TSCL believes that the abrupt and dramatic increase must be prevented, and we hope Congress will pass legislation like the Protecting Medicare Beneficiaries Act (S. 2148) or the Medicare Premium Fairness Act (H.R. 3696). .Initial Coverage Period: During this stage of coverage you pay a co-pay or co-insurance of 25% of the cost of covered drugs, and the plan pays 75%, up to a total of ,005 (beneficiary) and ,015 (plan). This includes any applicable deductible. Your plan's full retail drug cost, not your co-pay, is what counts toward entering the coverage gap. Your co-pays or True Out-of-Pocket costs (TrOOP) count toward exiting the coverage gap and qualifying for catastrophic coverage.
