Dr. Patrick Conway testified before the full committee on the status of the controversial demonstration program, which was proposed by CMS earlier this year and has not yet been implemented. The program will test new payment strategies for hospitals and physicians who administer prescription drugs to Medicare beneficiaries receiving outpatient care. It is a new attempt by the Obama Administration to move away from a medical system that rewards volume of care and towards one that values high-quality care. .One new cosponsor also signed on to Rep. Eliot Engel's (NY-16) Guaranteed 3% COLA Act (H.R. 1585) this week. His bill would ensure that the annual COLA is no less than 3 percent. Rep. Matt Cartwright (PA-17) signed on, and he is the bill's first cosponsor. .The White House confirmed that many of those affected would be eligible for Social Security, Medicare and a wide array of federal benefits. "TSCL is concerned that the President's executive action would not only provide authorization to legally work in this country, but access to Social Security and Medicare benefits that, under current policy, could be based in part on earnings under fraudulent Social Security numbers," says TSCL Chairman, Ed Cates. "With the Social Security Disability Insurance program facing insolvency by the end of 2016, and beneficiaries facing a 20 percent benefit cut, we are calling on Congress to end this policy that pays benefits based on document fraud," Cates adds.
