Discussion of a fourth big spending bill to deal with the pandemic began this week and all three sides (House, Senate, and the President) have set out their preliminary positions. .This week, the Obama administration released its much-anticipated 2013 budget proposal, and the House-Senate conference committee compromised on a deal to prevent payment cuts to Medicare physicians and extend the payroll tax holiday. In addition, four new cosponsors signed on to the Social Security Fairness Act. .While most people have rebounded, too many mature workers are still struggling to find work, much less a good-paying job. What does this have to do with the situation today? .If signed into law, the Medicare Advantage Participant Bill of Rights Act would prevent Medicare Advantage plans from dropping physicians from their networks during the middle of the year, and it would require them to finalize their networks sixty days prior to the start of the open enrollment period. .Based on the growth rate of the Consumer Price Index for Workers (CPI-W) over past 12 months, I'm projecting a COLA in the vicinity of 3.6% for 201But Congress may take action that would slow the growth of the COLA. Deficit reduction plans are likely to call for switching to the "chained" CPI, a move that TSCL feels would further undermine the purchasing power of benefits. The difference between the CPI-W and chained COLA has averaged about 0.3 percentage point since 2000, but that's not the case this year. In fact, if the switch were to affect the COLA payable in 2012, seniors would get a COLA of about 2.8% — a cut of more than 20%.
