    (Washington, DC) – A budget proposal to switch to an alternate consumer price index, for calculating the annual Social Security cost – of - living - adjustment (COLA) is a bad deal for older and disabled Americans, says The Senior Citizens League (TSCL). The proposed "chained" consumer price index (CPI) would grow even more slowly than the conventional one that is currently used to determine the annual COLA. .More than 61 million people, including adults age 65 and older, and younger disabled adults who receive Social Security disability benefits, get their healthcare coverage though Medicare.[3] The Social Security hold harmless provision protects about 70 percent of beneficiaries (almost 43 million beneficiaries) from increases in the Medicare Part B premium that exceed the dollar amount of their COLA. When an individual's Part B premium increases more than the dollar amount of his or her COLA, the Part B premium is reduced to prevent a reduction in net Social Security benefits from one year to the next. .As much as the protection against reduction of Social Security benefits is appreciated, Barbara has been frustrated about high Medicare premium costs after years of low or no COLA growth. "It's been 36 months since I've had any raise in my net operating Social Security, but my actual household costs continue to go up," Barbara told us. However, we are opposed to offsets that would reduce Medicare benefits or require seniors to pay more for their health care, and we firmly believe that beneficiaries should not be penalized for the poor policy-making decisions that were made by Congress more than a decade ago. .The legislation fully covers the cost of providing the emergency payments by closing corporate compensation loopholes, which provide enormous tax breaks for the CEO of the nation's top corporations. By closing the loophole, the bill also would add substantial new revenue to Social Security extending the solvency of both the retirement and disability insurance trust funds. .TSCL has many veterans among its supporters and no-doubt not all of them have a disability rating so they may be happy to know that Congress is considering including them in the VA's Covid-19 vaccination efforts. .Social Security and Medicare are the targets of a growing number of new budget plans aimed at reducing federal spending. President Obama's Fiscal Commission recently voted 11-7 to cut Social Security benefits for all seniors, and require beneficiaries to pay substantially more for their Medicare. .But last Monday the drug company executives announced they would not be going to the White House meeting. A spokesman for PhRMA, the giant lobbying group for many of the biggest drug manufacturers, said the White House talks were a distraction. .Last Wednesday, the Senate's Special Committee on Aging held a hearing titled "Turning 65: Navigating Critical Decisions to Age Well." The committee focused on the social and financial challenges that keep many seniors from living fulfilling lives in retirement. As Chairwoman Collins (ME) stated, "For the next 12 years, 10,000 Americans will turn 65 each day." .The extent of probable illegal work related to such reinstatements has also been growing. "With more recent work years and earnings, the percentage of reinstatements to foreign-born persons with work activity prior to SSN issuance is significantly higher—an average of about 32% of such reinstatement occurring between 1986-200Further, in some years, these reinstatements for potentially unauthorized work have been in excess of 50% of all reinstatements to foreign-born recipients," the GAO said.(17)
