  • Social Security Benefit Keeping Rising Costs Probably Not

    Our next issue of interest this week is Surprise Billing. Surprise billing does not affect seniors on Medicare as much as it affects seniors under age 65 who still have health insurance through their employer or who are paying for their own health insurance. Surprise billing usually refers to expensive, unexpected medical bills that patients receive from hospitals and doctors' offices even when they have health insurance that they expect will cover the majority of treatments cost. Congress has been getting an earful from voters who are very upset about this situation and there seemed to be a fair amount of optimism that legislation dealing with surprise billing may be able to pass. If it does, there could be an effort to attach legislation dealing with drug prices to that bill. .TSCL was pleased to see support grow for H.R. 1902, H.R. 2575, and H.R. 4841 this week, and we will continue to advocate for them tirelessly in the months ahead. But the sluggish economy has made the federal budget deficit, including that of Social Security, balloon more rapidly than expected, according to a new report from the Congressional Budget Office (CBO). In 2010, for the first time since 1983, annual costs for Social Security exceed annual revenues, and that won't improve very much in coming years. Instead, it will become a persistent problem. .Finally, one new cosponsor – Rep. Joyce Beatty (OH-3) – signed on to the Social Security Fairness Act (H.R. 1795) this week, bringing the total up to ninety-four. If signed into law, the bill would repeal the Government Pension Offset (GPO) and the Windfall Elimination Provision (WEP) – two provisions that unfairly reduce the earned Social Security benefits of millions of state and local government employees each year. .Citizenship is not a requirement to claim Social Security benefits. Undocumented immigrants who, at some point, receive even temporary work authorization, and who also receive a valid SSN, may eventually claim Social Security benefits if other qualifications are met, according to the Congressional Research Service. .GOP Backs off "No New Taxes" Stance .Medicare recently announced that a big change is coming to Medicare cards. To prevent identity theft and to help protect the program from fraud, Medicare will be dropping Social Security numbers from Medicare cards and issuing new cards starting next year. .The aggressive collection efforts resulted from a one-line change tucked into the 2008 Farm Bill lifting the statute of limitations. The U.S. Treasury seized a reported .9 billion in tax refunds this year alone — million of that was for debts more than 10 years old. The Social Security Administration says that 400,000 taxpayers collectively owe 4 million in debts that are more than 10 years old.
