    The benefit reduction would be caused by a feature of the Social Security benefit formula that is sensitive to economic recessions and high unemployment. The first step in calculating benefits is to adjust the individual's earnings using the average wage index (AWI) in order to convert the value of past earnings into today's dollars. The AWI is also used to adjust the earnings levels that determine the portion of their average monthly earnings that people are allowed to keep as their benefit. .The Social Security Fairness Act — Under current law, millions of teachers, police officers, and other retired public servants see their Social Security benefits cut by hundreds of dollars due to two unfair provisions of the Social Security Act: the Government Pension Offset and the Windfall Elimination Provision. TSCL has been advocating for the repeal of these two provisions for several years, and in our December meeting with the bill's sponsor, Congressman Rodney Davis (IL-13) said he will continue to work tirelessly towards its passage in the 116th .Alexandria, VEighty-nine percent of people responding to a new poll by The Senior Citizens League (TSCL) are opposed to President Obama's executive action on immigration. The poll was conducted prior to the president's announcement of executive action that would allow an estimated 4.9 million unauthorized immigrants to avoid deportation. It asked, "Should President Obama bypass Congress to halt deportations of illegal immigrants?" Only 11 percent of those responding said "yes." … Continued

    This week, three new cosponsors – Reps. Bradley Schneider (IL-10), Matt Cartwright (PA-27), and Andre Carson (IN-7) – signed on to Rep. Peter DeFazio's (OR-4) Consumer Price Index for Elderly Consumers (CPI-E) Act (H.R. 1030). The cosponsor total is now up to eighteen. If signed into law, Rep. DeFazio's bill would base the Social Security cost-of-living adjustment (COLA) upon the spending patterns of seniors. Currently, it's based upon the way young, urban workers spend their money – a method that underestimates the spending inflation that seniors experience each year. .Voters are worried about the impact that midterm elections could have on Social Security benefits. The U.S. Congressional Budget Office estimates that recent tax reform will add .8 trillion to the federal deficit over the next 10 years. To make matters worse, the Social Security trustees recently reported program financing has eroded, and estimated that the trust funds will run short by 2034, due to lower-than-expected revenue from tax law changes. .In order to keep Social Security checks coming, in full and on time, Congress will need to work promptly to raise or suspend the debt limit in coming months. Failing to do so would be irresponsible, especially when more than 60 million Americans rely on Social Security and Medicare. Do I enroll in Medicare at the same time I start Social Security? .Finally, the Social Security Fairness Act of 2017 (H.R.1205) gained two new cosponsors in Representative Walter Jones (NC-3) and Representative Tony Cardenas (CA-29), bringing the cosponsor total to 17If signed into law, H.R. 1205 would repeal the Government Pension Offset (GPO) and Windfall Elimination Provision (WEP) – two Social Security provisions that unfairly reduce the earned benefits of millions of teachers, police officers, and other public servants each year. .Payments for neurologist-prescribed brand name, but not generic, drugs in Medicare Part D increased consistently and well above inflation from 2013-2017. .Congressmen from both sides of the aisle have demanded an explanation. At a recent hearing on reimportation attended by TSCL staff, Senator Bill Nelson (FL) said that Canadian drug shipments were seized from more than 100 of his constituents. .The federal government could, for example, invoke a never-before-used power called "march-in rights," through which it can override a patent holder's rights if it doesn't make its medicines "available to the public on reasonable terms." (Unfortunately, in already-signed agreements with BARDA, some drug makers have explicitly watered down or eliminated that proviso.) .Unfortunately, a long-time TSCL goal of reducing prescription drug prices did not make it into the newly introduced House bill. It appears that, as we have written before, legislation to reduce drug prices will not be dealt with until sometime in the fall. .TSCL agrees that Congress must act immediately – before next week's October 15th deadline – to prevent the cost increases from occurring. The Medicare website offers data bases that allow you to compare health plans and Medigap policies available in your area. There is also a drug plan finder. You will be able to find a significant volume of information, but much of it may appear difficult for the layman to interpret. Don't despair. Grit your teeth, print out information, and read it through. .TSCL agrees that doing away with the payroll tax cap would be a fair and responsible solution to the Social Security program's solvency issues.
