A study by the Health Care Cost Institute found that people receiving observation and other outpatient services in the hospital paid four times more out-of-pocket than inpatients in 2012— an average of per inpatient versus 9 for outpatients. Under Medicare, outpatients usually have co-payments or co-insurance for each service from doctors, test, prescription drug, and other hospital services. .In his opening statement, Congressman Buddy Carter (GA-1) – the sole pharmacist in Congress – said, "I'm disgusted that we're here today to talk about drug price increases … I know free market principles are the best way to provide quality, affordable health care to the American people. But what was done here was different. Perverse business practices were employed to exploit a patient group trying to do nothing more than to extend their lives … I'll tell you that you can meet your shareholders' needs, that you can meet your board's needs, and still take care of the American public." .At Wednesday's hearing, many of the Subcommittee members expressed their support for this model of paid family leave, while others spoke about the detrimental impact it would have on the Social Security program. Senator Sherrod Brown (OH) – Ranking Member of the Subcommittee – said in his opening statement: "Using your retirement security to fund paid time off from work when you have a child is not paid family leave at all – it's robbing from your retirement to be able to care for loved ones now … I want to work together, but a plan that's a first step toward privatizing Social Security – the bedrock of our social safety net – is no place to start." .There's no need for such radical changes to the system in order to preserve Social Security for future generations. The Social Security system can be made solvent for generations to come by adopting some of the relatively modest policy changes proposed by the Social Security Trustees. The CBO expects that trend to lead to a decrease in the amount of payroll tax receipts that otherwise would flow into Social Security, as a greater share of earnings will be above the maximum amount subject to Social Security payroll taxes. .The "house calls" can be money-makers for health plans when they document medical problems like complications from diabetes or heart trouble. Health plans profit because Medicare pays higher rates for sicker patients using a billing formula based on the patient's "risk score." Plans can receive thousands of dollars in higher payments from Medicare even though the insurer incurs no additional costs for covering Medicare services for your brother. .Just as today, in 1977 the federal budget was in deficit, and Social Security was facing a funding crisis. The new benefit formula changes first affected seniors who turned 62 in 1979 just two years later. Seniors born from 1917 through 1926 wound up receiving lower benefits than other retirees with almost identical work and earnings records. Although reductions of about 10 percent for average earners were expected at the time of the changes, Notch babies were often affected by disparities of 20 percent or more, because a phase-in benefit formula failed. .In addition to ensuring that we insulate seniors from fraud, we must support older Americans seeking to remain an active part of the workforce.
