    The AWI, however, is susceptible to causing permanent benefit reductions when it turns negative, which can happen in years of deep economic recession and extraordinarily high unemployment, as was the case in 2020. Last year, concerns were high that the reductions could be as high as 9.1%, according to an estimate by Social Security's Chief Actuary Stephen Goss. But since then the economy and wages have steadily recovered and the dip in the AWI, if any, is not expected to be so deep. .A majority of those at this week's hearings, however, were strongly opposed to the IPAB. Multiple Members referred to it as the "denial of care board," and Ranking Member of the Energy and Commerce Committee Frank Pallone (NJ) called it the fruits of a "growing, imperialistic presidency." Critics believe that it will undermine Congress's ability to represent their constituents, and that elected officials — not a Board of Presidential appointees — should be legislating healthcare policy. .TSCL is mounting a campaign that strongly urges seniors nationwide to speak out against benefit cuts. In fact, for a number of years, Medicare Advantage cost more than traditional Medicare. .Congress should change the law to apply the Social Security payroll tax to all earnings, instead of the first 2,800 of earnings, to strengthen program funding. — 72 percent support, 19 percent opposed, and 9 percent favored other types of revenue increases. .By Rick Delaney, Chairman of the Board, TSCL ."Tough choices." When referring to reducing the Social Security deficit, those tough choices boil down to just two choices — raising taxes or cutting benefits. The Social Security Notch is one of our nation's most ignominious examples of how tough Social Security choices went awry. .Increase the retirement age: Raise both the eligibility age both for full benefits, currently at 66 and set to rise to 67 and, for the first time, raise the earliest eligibility age which is currently 62. .Spousal and survivor strategies also are important. One example is file-and-suspend, which allows a spouse to claim a spousal benefit while the individual defers claiming. Another is "claim now, claim more later," where the high earner in a married couple claims a spousal benefit based on the lower earning spouse's record, while delaying his or her own retired worker benefit. The idea is to generate higher benefits both for the individual as well as higher survivor benefits for widows. . "Since Social Security benefits only grow at the rate of inflation, it would help level the playing field if the cost of prescription medications were required to be adjusted in like fashion," Johnson notes.
